    IMPORTANT NOTICE TO SUPPLIERS 
    
    Government of Canada is moving its Government Electronic Tendering Service from MERX to Buyandsell.gc.ca/tenders on June 1, 2013. Starting June 1, 2013, federal government tenders (tender notices and bid solicitation documents) will be published and available free of charge on a Government of Canada Web site on Buyandsell.gc.ca/tenders.
    
    The Government Electronic Tendering Service on Buyandsell.gc.ca/tenders will be the sole authoritative source for Government of Canada tenders that are subject to trade agreements or subject to departmental policies that require public advertising of tenders.

    Shared Services Canada (SSC) requires a Contractor to provide a SMS/MMS Gateway Service solution and a physical connection to it, for the SSC Clients at:
    a) Ottawa - Primary location, 555 Mackenzie Avenue; and
    b) Toronto - Backup location, 655 Bay Street.
    
    The SMS/MMS Gateway Service must:
    a) Provide direct connections to all Canadian Mobile Carrier networks;
    b) Support the use of multiple short codes simultaneously;
    c) Provide short code administration services;
    d) Provide real-time delivery receipt of every message sent; 
    e) Provide Call Detail Reporting about the type of messages received and sent including the logs for incoming and outgoing messages;
    f) Provide Multimedia Messaging Service (MMS) capability to support deployment of MMS services to SSC clients; and
    g) Provide a means of automatically replying with a technical difficulty message to all incoming SMS/MMS upon SSC request. This message would be sent to users in the event of a service outage.
    
    The Contract will be for a period of one (1) year.
    The Contractor will also provide to the SSC, two (2) irrevocable options to extend the period of the contract. Each option for extension will be for an additional twelve (12) month period. 
    SSC reserves the right to add additional sites as required to manage additional traffic and/or to relocate sites to support data center requirements and regional programs as required.
    SSC reserves the right to add additional clients to the Contract as services may be required.

    SSC also reserves the right to add, remove, or modify items in the contract resulting from a change to current legislation, policy or program requirements.
    The requirement is subject to a preference for Canadian goods and/or services.
    The Canada-Chile Free Trade Agreement (CCFTA) does not apply to this requirement.
    
    The Canada-Peru Trade Agreement (CPFTA) does not apply to this requirement. 
    
    
    NATIONAL SECURITY EXEMPTION (NSE)
    On May 28, 2012, the Government of Canada announced on the Government Electronic Tendering Service that it had invoked the NATIONAL SECURITY Exception under the trade agreements in respect of procurements related to email, networks, data centres and telephony requirements for SSC. As a result, this requirement is subject to the NATIONAL SECURITY Exception.
    
    CONTRACTOR SELECTION METHODOLOGY
    
    The evaluation of proposals will be performed in seven (7) steps as follows:

    Step 6 – Conditions Precedent to Contract Entry
