Description
Charter for cetacean survey efforts in Pacific Canadian waters. Contract Duration: August 11-24 2013 and September 2013 (Date TBD), with options to renew for one additional one year period. Objective: Successful completion of charter services to survey for cetaceans off the Westcoast of Vancouver Island (as far south as Estevan Pt), North Coast of BC, Hecate Strait, and Queen Charlotte Sound. Two surveys (of 13-14 subsequent days each) will be conducted, with overnight accomodation on board the vessel for 6 research crew. Surveys will focus on seeking observations and encounters with cetaceans (focus on species at risk) to obtain photo identification, biopsy and fecal samples, prey samples, and satellite tagging based on current protocols in use by DFO Pacific. A stable, manoeuvrable platform capable of maintaining good and safe sea keeping abilities off the exposed coast of BC, along with a vessel operator with demonstrated research experience to provide the precision and timing needed to allow researchers to properly conduct these techniques with minimal disturbance to the whales. Seeking a per diem rate, include use of the vessel and specialized on-board equipment, provision of Captain, Mate and Cook and any associated costs of these and any other crew, including grocery provisions for all passengers. Cost is exclusive of fuel costs. Payments invoiced following the completion of the each survey. Although every attempt will be made, the Department of Fisheries and Oceans cannot guarantee that clarification or questions received beyond this time period will be answered prior to the RFP closing date and time. Requests will be answered by the Buyer or forwarded to the appropriate technical contact for reply. Dependent on their nature, comments or answers will be returned via email from the Buyer or through an addendum to the RFP should the information be applicable to all Proponents.
