Solicitation Number - 13-22032 (A) An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract. Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract. The National Research Council wishes to award a contract to Convergent to present the effect of processing parameters and their influence on the quality of the lay-up using a simulation tool and experimental validation for the automated fiber placement of thermoplastic composite process. Convergent has exclusive ownership of Background IP that will be essential to executing this project successfully within the timeframe and budget allocated to this project: COMPRO CCA plug-in architecture for ABAQUS and the RAVEN user/work-flow interface to perform the simulations. In addition Convergent is the only vendor that has access to third party IP that meets the quality standards of NRC’s industrial partner. Convergent has developed competencies in process simulation and material characterization based on broad knowledge in composite materials. Major activities include: process definition, investigate the effect of processing parameters on the dual process - simulation and modeling, investigate the effect of processing parameters on the in-situ process - simulation and modeling and documentation. Proposed Vendor: Convergent Manufacturing Technologies, Inc 6190 Agronomy Road, Suite 403, Vancouver BC, V6T 1Z3, CANADA The level of effort for this contract is: $336,740.00 – Includes Taxes Contract duration is to commence upon contract signature and terminate two years after the fact. Contract may be subject to negotiation with the supplier. IP: Rights to Foreground IP retained by Contractor Suppliers who consider themselves fully qualified and available to provide the services/goods described herein (including the interdependency criteria from a scheduling perspective with other work being done internally that results in, as well as impacts, the timeline alluded to above), as well as with the necessary expertise and appropriate contacts with relevant and major global semiconductor memory device manufacturers for the associated critical market analyses (and understanding of paths to markets), may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets all of the advertised requirements.
