    Description
    Contract Duration:  August 1, 2013 – July 31, 2015.
    
    Objective:  Provide specific expertise in hydrodynamic modeling and engineering that is required to ensure a large-scale wave tank operates and is utilized in an optimal fashion for oil spill research.
    
    The Contractor will be required to undertake the following three areas of work:
    
    1.	Wave tank engineering – conduct hydraulic engineering of a large-scale wave tank to facilitate high current velocity, surface and sub-surface wave energy experiments;
    2.	Oil spill experimentation – provide expertise and interpret results of wave tank experiments conducted in a large-scale wave tank, and characterize current flow and wave energy used to evaluate dynamic dispersion effectiveness of oil dispersant experiments; and
    3.	Numerical modeling – conduct extensive modeling of the release, trajectory and behaviour of oil in a subsurface release of oil in a high flow and turbulent mixing environment.
    
    Data/information required to undertake these tasks will be provided to the contractor.  Site visits to engage with the Scientific Authority will be necessary, however the contractor will not be required to conduct these services on-site for the duration of the project.  Further details of the project required are defined in the Statement of Work.

    It is further requested that all clarification and questions be received not later than seventy two (72) hours prior to the closing date and time.  Although every attempt will be made, the Department of Fisheries and Oceans cannot guarantee that clarification or questions received beyond this time period will be answered prior to the RFP closing date and time.
    
    Requests will be answered by the Buyer or forwarded to the appropriate technical contact for reply.  Dependent on their nature, comments or answers will be returned via email from the Buyer or through an addendum to the RFP should the information be applicable to all Proponents.
    
    The Crown retains the right to negotiate with suppliers on any procurement.  The lowest or any tender will not necessarily be accepted.
