INVITATION TO SUBMIT A RESPONSE TO A REQUEST FOR QUALIFICATIONS FOR A LEASE IN BRAMPTON, ONTARIO FILE NUMBER 532232 Public Works and Government Services Canada (PWGSC) is asking interested parties to submit a response for a potential lease of office space that meets the following criteria: Section A: Lease Components a lease term of ten (10) years, commencing on or about September 1, 2014, plus options to extend the lease for two (2) additional periods of five (5) years each; approximately 440 usable square metres (um2) of contiguous office space, and 8 parking spaces; the proposed space must be available at least eighteen (18) weeks prior to the above-noted lease commencement date so all space may be prepared for occupancy; the proposed space must satisfy or be capable of satisfying the following mandatory criteria: 1. be located within 500 metres of a public transit stop with regular service and have municipal sidewalks leading from the transit stops to the building; 2. be within 500 metres of public parking; 3. be fully accessible to persons with a disability; 4. be located in contiguous and unobstructed space; 5. the proposed space must be within an office or commercial building; industrial type space and mixed-used buildings with residential use will not be considered; 6. the length of the proposed space shall be no more than three times its width; the proposed space must be located in the City of Brampton and within the following boundaries (the geographical boundaries include sites on either side of the roads): North: Steeles Avenue South: Highway 407 East: Kennedy Road West: McLaughlin Road the proposed space must, on or before the lease commencement date, comply with all requirements contained in PWGSC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F; PWGSC may wish to visit or inspect the proposed space upon reasonable notice; a threat and risk assessment may be required in order to assess potential threats to the security of the proposed space and to the public. Section B: Responses Interested parties must submit their responses to this Request for Qualifications in writing to the following address: Attention: Jessica Chia Public Works and Government Services Canada 10th Floor – 4900 Yonge Street Toronto, Ontario M2N 6A6 or by facsimile to 416-512-5544 or by email to the contact listed below in Section F. Please indicate File No. 532232 on all correspondence. Section C: Responses Required by Responses are required by July 11, 2013 before 18:00 hours. Any responses received after this time and date will not be considered. Section D: Information Provided by an Interested Party or an Interested Party’s Agent Information provided by an interested party or by said party’s agent shall include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing all of the criteria listed above in Section A. Agents submitting a response to this Request for Qualifications shall provide PWGSC with a letter authorizing them to do so. Section E: Security Requirement The building owner of the proposed space must hold a valid security clearance at the “RELIABILITY” level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC. All parties interested in this potential lease project are advised to obtain this mandatory security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process. This RFQ is issued in order to invite interested parties to demonstrate their capacity to comply with the requirements described herein. Please note that PWGSC reserves its right to cancel this RFQ at any time. Following a visit of the proposed premises, PWGSC reserves the right to proceed with an invitation to submit Offers to Lease by inviting only those interested parties deemed to most effectively meet specific operational, security and public safety requirements. If invited, an interested party must submit an Offer to Lease using the PWGSC Lease Documentation Package that shall explain in greater detail the complete requirements of this proposed lease project. Interested parties not invited to submit an Offer to Lease shall be notified and informed of the reason for such decision.
