    PRODUCTION AND CONSULTING SERVICES FOR DFO’S CANADIAN HYDROGRAPHIC SERVICE
    
    NOTE:
    This is a Refresh of Supply Arrangement # FP802-090140: Production and Consulting Services for DFO’s Canadian Hydrographic Service
    
    This Refresh allows current Supply Arrangement (SA) holders to submit new financial proposals and refresh their current prices. It also permits additional suppliers to submit offers for evaluation to become SA Holders and to be authorized to provide the required services on an “as and when required” basis.  New compliant suppliers resulting from this initiative will be issued SAs and their names will be added to the existing SA Holder List.

    Current Supply Arrangement Holders:  Please submit your new financial proposal with the refresh of current prices to Jianna-Lee Zomer, Senior Contracting Officer, Materiel and Procurement Services by email at jianna-lee.zomer@dfo-mpo.gc.ca on or before Wednesday July 29, 2013 at 11:00am.  Please note that if a new refresh financial proposal is not received from an SA holder the current prices in the contract will remain in effect.  
    
    Introduction:  
    
    The Department of Fisheries and Oceans has a requirement to refresh the current Supply Arrangement FP802-090140.  The services under this Supply Arrangement are on an “as-and-when-required” service to be carried out in accordance with each of the following three (3) streams and their three (3) sub-streams:
    
    1)	Digital Paper Chart Files 
    a)	Production Services
    b)	Consulting Services : GIS Technologists
    c)	Consulting Services: Analysts/Programmers
    
     
    2)	Electronic Navigational Charts 
    a)	Production Services
    b)	Consulting Services : GIS Technologists
    c)	Consulting Services: Analysts/Programmers
    
    3)	Hydrographic/Bathymetric Data Processing 
    a)	Production Services
    b)	Consulting Services : GIS Technologists
    c)	Consulting Services: Analysts/Programmers
    
    
    Duration:  The duration of this refresh is from August 1, 2013 to July 31, 2016.
    
    
    Estimated Value: 
    The total anticipated level of expenditure for these services is estimated to be $2,000,000 excluding GST/HST during the period of the contract.
    
    
    Ownership of Intellectual Property: 
    Contractors working on behalf of CHS will be given access to CHS Intellectual Property (i.e. scripts) for duration of a production task.  A contractor must provide appropriate security coverage to protect the Intellectual Property in its possession and must return the CHS Intellectual Property at the end of end of a task.  Any background Intellectual Property, such as enhancements, must be acquired directly from the manufacturer.
    
    The Crown will own the IP for all information created under the Supply Arrangement, including material, rough notes, file information, charts, data, computer software and source code and reports – invoking exception 6.4 of the Treasury Board policy on Title to Intellectual Property Arising Under Crown Procurement Contracts  http://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=13697§ion=text  where the main purpose of the Crown Procurement Contract, or the deliverables contracted for is: (as per item 6.4.1) “to generate knowledge and information for public dissemination”
    
    Security Requirement:
    Stream 01:  Production
    There is no security requirement.
    
    Stream 02:  Consultation
    The Contractor assigned to perform this contract must hold a valid Designated Organization Screening (DOS) level issue by the Canadian and International Industrial Security Directorate (CISD) of Public Works and Government Services Canada (PWGSC) for access to DFO premises.
    
    The Contractor’s assigned resources working on this contract must EACH hold a valid RELIABILITY STATUS granted by the CISD of PWGSC for access to DFO premises.
    If required, the resources will be escorted into our server room by DFO employees.
