REQUIREMENT: Agriculture and Agri-Food Canada (AAFC), Lethbridge, Alberta requires services for the relocation of a Trace GC2000/PolarisQ GC/MS/MS scientific equipment currently located at the AAFC Saskatoon research facility (University of Saskatoon), Saskatoon, Saskatchewan to AAFC, Lethbridge research facility, Lethbridge, Alberta. This scientific equipment was purchased previously from Thermo Fisher Scientific (Mississauga) Inc. and consists of the following components: Component #1 - Thermo Finnigan Gas Chromatograph Model: Trace GC2000 Serial No: TR102116 - Thermo Finnigan Mass Spectrometer Model: PolarisQ Mass Spectrometer Serial No:MS110233 - Thermo Finnigan Autosampler Model: AS3000 Serial No: 20027408 Component #2 - CTC Analytics Autosampler Model: CombiPal Serial No: 125401 Component #3 - The system also includes a desktop computer (AAFC #509337) and monitor (AAFC# 509338), data system, and two rough pumps. Dell computer is Pentium 4 CPU 1.8 gigahertz, 512MB Ram, 74 gigabytes hard drive. Operating system Microsoft Windows XP 2002 service pack 1. Software is Xcalibur version 1.4, Pal Autosampler version 1.5.6, Polaris Q version 1.4.0, Trace GC version.1.4. SCOPE OF WORK: The Contractor shall supply all travel, specialized materials, packaging, tools and equipment, labour, supervision and training required for the relocation of the instrument. Tasks required are: - assess the instrument at its current location (AAFC, Saskatoon, SK); - confirm it is working to manufacturer’s specifications; - crate it for shipping; - install the instrument at AAFC, Lethbridge, AB; - confirm it is working to manufacturer’s specifications; - provide training for staff and; - provide a written report showing that manufacturer’s specifications have been met for each location. CONTRACT PERIOD: From Date of Award and shall be completed prior to October 31, 2013. CONTRACT VALUE: Estimated Value: $38,000.00 CAD (including GST) PROPOSED CONTRACTOR: Thermo Fisher Scientific (Mississauga) Inc. 4 – 2845 Argentia Road Mississauga, Ontario L5N 8G6 SOLE SOURCE JUSTIFICATION: The scientific equipment is distributed by Thermo Fisher Scientific and is highly technical in nature. Only technicians from Thermo Fisher Scientific possess the appropriate knowledge, training to properly pack and move the instrument and then correctly reassemble and install it in our facility. As such, they guarantee that the unit will be operational upon installation. The cost would be reduced in comparison to any other company of this nature due to the reduced evaluation time of those most familiar with the equipment. Any competitor or moving company could conceivably damage the sensitive equipment and unknowingly render the item useless. In depth knowledge and expertise in the operation, assembly and disassembly procedure is critical in the transportation of the specialized equipment. Specific and accurate calibrations are conducted prior to transporting the equipment and then again following its arrival to the new location. ACAN NOTICE: You are hereby notified that the government intends to negotiate with one firm only as identified above. Should you have any questions concerning this requirement, contact the Contracting Authority. An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a "Statement of Capabilities" that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the Contracting Authority will proceed to a full tendering process. Inquiries on Submission of Statement of Capabilities Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing, either via letter, facsimile or email to the contact person identified in this Notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The Solicitation Number, Name of Contracting Authority and closing date of the ACAN must appear within your Statement of Capabilities in block letters. The Crown retains the right to negotiate with suppliers on any procurement.
