Supply of Newspaper and Delivery Services

The Senate requires the services of a qualified and competent vendor for the provision subscription to multiple newspapers, as well as daily delivery services for them at one central location.

The Contractor must undertake under its responsibility to secure any newspaper subscriptions, including special issues, on behalf of the Senate, and ensure daily delivery of all titles requested (actual list provided, See Part 5 – Basis of Payment).

Efficient daily delivery of all newspapers which shall include the following: 
•	Initial delivery of all newspapers by 6:30 a.m., with the exception of the Toronto Star, which is only available by 9:30 a.m.;
•	Second delivery of the Toronto Star and any missing title(s) by 9:30 a.m.; and
•	Extra same day delivery of title(s), at no charge, if the Contractor is at fault for some shortage.

At a minimum, the Contractor must have the ability to communicate orally and in writing in one (1) of Canada’s official languages.

Mandatory Evaluation Criteria:

M1. Corporate Experience:

Bidders must demonstrate that they have, at a minimum, five (5) years of experience within the last eight (8) years, providing newspaper supply and delivery services.

To demonstrate experience, the Bidder must, at a minimum, provide the following information:
a)	The date of registration or incorporation;
b)	The contact information (name of individual, name of organisation, telephone number) of two (2) different clients, to whom newspaper supply and delivery services have been provided, with a minimum of five (5) different newspaper titles; and
c)	A description of the services and a list of titles delivered to the two (2) clients.


Bids MUST meet the mandatory criteria to be considered responsive.
