    INTRODUCTION
    
    This statement of work is for a contract to process and enter data from fish sales slips into the DFO Pacific Region’s database (PACHARV3). The Fisheries Management Data Services Unit has been contracting the data entry and processing of fish slips since 1987.  
    
    BACKGROUND
    A Sales slip is a document completed as a result of an offloading of commercial catch.  It records the details of the sale of fish to a provincially licenced fish buyer or to the general public.  These details include information about the parties involved, fishing location, landing date, species, and amount and value of fish purchased.  This document is a requirement of provincial legislation and many federal commercial fishing licence conditions.  This document has been the cornerstone of the federal statistical reporting system since 1951.  
    All processing of sales slips was done internally from 1951 until 1987.  In 1987, the Statistics Unit was downsized by 5 PY's.  This reduction in staff was based on an assumption that fish buying companies would be able to provide the Department with sales slip data electronically in the near future.  In the interim, a data processing contract was initiated to perform the tasks previously conducted internally.  
    
    During the next few years, four major fish buying companies began transmitting sales slip data via the Remote Slip Entry (RSE) system.  These slips represented less than 25% of the annual total number of sales slips.  No additional companies were willing or able to take part in the program.  As a result, the interim approach to data processing became a continuing one.  
    
    OBJECTIVES 
    
    To process and enter data from fish slips.   
    
     
    SECURITY REQUIREMENT
    
    The Contractor working under this Contract must hold a valid Designated Organization Screening (DOS) level issued by the Canadian and International Industrial Security Directorate (CISD) of Public Work and Government Services Canada (PWGSC) for access to DFO premises.
    
    The Contractor’s resources working on this contract must EACH hold a valid RELIABILITY STATUS granted by the Canadian and International Industrial Security Directorate (CISD) of Public Work and Government Services Canada (PWGSC) for access to DFO premises.
    
    Compliance with the mandatory security requirements is the sole responsibility of the bidder.

    In order for the Department to confirm that your company and all individuals proposed to perform work under this contract meet the required Security Status, you must complete Form "F-1" (Confirmation of Security Status) attached hereto as Appendix "F", providing the name of your company and the full names of individuals and dates of birth of all individuals who will be providing the services. 
    
    MANDATORY REQUIREMENTS
    
    M1	
    The bidder must provide a resource as a fisheries expert.  This fisheries expert must have five (5) years of experience in the biology of aquatic species and commercial fishing fleet activities.  		
    M2	
    The proposed resource as a fisheries expert must have a biology degree.		
    
    M3	
    The bidder must provide two resources as data entry resources.  Both proposed resources must have at least one (1) year experience in data entry/input.		
    
    M4	
    For each proposed resource the bidder must include within the proposal, a resume that lists all projects that demonstrates their required experience.
