Artistic Team for the Design and Production of the 2015-2019 Sound and Light Show on Parliament Hill, Ottawa, ON

This is an open call to Artistic Teams experienced in the design and production of large-scale multimedia events.

The National Capital Commission (NCC) has issued a request for prequalification (RFP) for Artistic Teams for the design and production of a new Sound and Light Show on Parliament Hill. This show will run nightly each summer from 2015 to 2019. Interested teams are invited to submit Proposals demonstrating their understanding of the project, qualifications and experience as part of the first phase of a two-phase competition.

Approximately three  finalists will be invited  in phase two of the competition to develop a creative concept, support by a technical approach, based on orientations provided by the NCC and present their work to the jury end of November 2013.

To be considered, your prequalification documents must be received no later than 3 p.m. Ottawa time on September 30, 2013 at the National Capital Commission, 3rd Floor Service Centre, 40 Elgin Street in Ottawa, Canada, K1P 1C7, with a reference to tender file no. NG237. Faxed, email or late submissions will not be accepted. Prequalification documents may be submitted in French or in English.

Except for the approval of alternative materials as described in the General Instructions to Bidders, enquiries should be received no later than seven (7) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer not being provided. To ensure consistency and quality of the information provided to Bidders, the Senior Contract Officer shall examine the content of the enquiry and shall decide whether or not to issue an amendment. All enquiries and other communications related to this tender sent throughout the solicitation period are to be directed ONLY to the Senior Contract Officer named above. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of a tender.

There will be no public opening for this Request for Qualification.

NOTE:   Following the adoption of the Economic Action Plan 2013 Act, No.1, (Bill C-60), S.C., 2013, c.33, (the ’’Act’’) implementing the 2013 Federal Budget, the National Capital Commission’s event and activity mandate will be transferred to the Department of Canadian Heritage. As provided for under section 219 of the Act, and to the extent that they relate to the activity and event mandate, the NCC’s assets will be transferred to and the NCC’s obligations will be assumed by Her Majesty in right of Canada, as represented by the Minister of Canadian Heritage, effective September 30, 2013.  
The contract resulting from this RFP/ITT  falls within the framework of the services that are being transferred to Canadian Heritage”
