    Description
    1.	An explanation of what an ACAN is.
    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award.
    
    2.    Definition of Requirements or Expected Results.
    OpenText Content Server 2010 System Administrator and Business Consultant certifications is required in preparation for PCO's migration from InfoXpress to Content Server 2010.  Content Server is the Government of Canada standard electronic document and records management system (EDRMS).
    
    Privy Council Office (PCO) is in the planning phase of a migration from its EDRMS, InfoXpress, to the current GoC standard, Content Server.  The certification is required in order to support the planning and implementation phase activities such as completing configuration decisions and determining and implementing strategies for migration, change management and training.
    
    The particular Content Server courses required are the following.
    
    	Content Server Knowledge Fundamentals
    	Records Management and Physical Objects
    	System Administration
    
    The company must provide a qualified and certified trainer to ensure the quality of the learning experience and exam preparation, maximizing the likelihood of success for participants.
    
    Conduct the training, exam preparation and exams in an appropriate training facility (which may include online courses).
    
    Provide all required training materials for training and exam preparation, including exam study guides. 
    
    Prepare all of the logistics including, but not limited to, registration of participants and establishing the schedule, hours and agendas for training, exam preparation and exams.
    
    Conduct the training, exam preparations and exams, including exam scoring and provision of results.  
    
    
    3. 	Governing Contracting Rules.
    This requirement is not subject to the trade agreements.
    
    
    4. 	Ownership of Intellectual Property:
    The Privy Council Office (PCO) Corporate Information Services has determined that any intellectual property arising from the performance of the work under the contract will vest with the Contractor. 
    
    
    5. 	Period of Proposed Contract.
    
    Commencement Date: 	Upon award
    Completion Date:    	March 31, 2014
    
    
    6. 	Estimated Value of Proposed Contract.
    A maximum of $25,000.00 (excluding HST) 
    
    
    7. 	Reason for non-competitive award.
    Open Text Corporation has made a statement that it does not certify others to train on their behalf.  Open Text Corporation provides exclusive training of Content Server (GCDOCs) software.  There are no authorized training partners or agents permitted to represent themselves as certified training partners of Open Text Corporation.  Open Text Corporation instructors have, on average, more than a dozen years of experience training in their various products.  Each of the trainers is Open Text certified in their product area to provide this direct level of expertise on training.  
    
    Limited tendering of this requirement is consistent with the Government Contracts Regulations, Section 6 (d) that states “only one person or firm is capable of performing the contract”.

    Suppliers, who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
