    NATURE OF THE REQUIREMENT:
    The RCMP “K” Division, Federal Policing – North (Former Edmonton Integrated Proceeds of Crime), Edmonton, Alberta, requires the provision, delivery, and training of an Explosive and Contraband Detector as soon as possible and no later than 31 March 2014.  
    
    The RCMP will establish one contract for this requirement.
    
    Requirements are in accordance with the mandatory technical specifications detailed in the Invitation to Tender Document at Annex “B”.
    
    SECURITY:  
    There is a security requirement associated with the requirement, the Contractor and all persons working on site must have a valid “Facility Access (escort required) FA2 Clearance”, issued by the Royal Canadian Mounted Police (RCMP) Departmental Security. 
    
    BASIS OF SELECTION:
    A bid must comply with all requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
    
    
    The Crown retains the right to negotiate with suppliers on any procurement.
