Description of the requirement:

A Business Architect (BA), one at this time, for the Industry Canada GCDOCS Project Management Office

SCOPE OF WORK

The BA will oversee the project planning/alignment, and execution of the following projects: 

1.	Information Architecture, Migration Strategy  and Inventory
2.	Business Case, Project Charter, Costing Templates, HR Plan, High level business requirements, creation of Threat risk and Privacy documents
3.	Project Plan, Design Documents, Solution Architecture Documents, risk management documents Quality Assurance and testing Documentation, Implementation Plan, Change Management
4.	Phased roll-out of GCDOCS

The BA is required to perform the following tasks for the IC GCDOCS Project Management Office

Tasks:
•	Responsible to the Director, GCDOCS Project Office  oversee the delivery of the Industry Canada Stage-Gates 1, 2 and 3 deliverables required for the Project(s);
•	Responsible for ensuring alignment and coordination of the project(s) with the overall direction and enterprise strategy of Industry Canada’s Chief Information Officer (CIO) Branch; 
•	On behalf of IC oversees vendor teams delivering on the project(s)  during the development, implementation and operations start-up by ensuring that the project(s) is/are developed and fully operational within previously agreed time, cost and performance parameters (Stage-Gates 4 and 5);
•	Ensure progress reporting of projects on an ongoing basis to the GCDOCS project Office;
•	Review and analyse all documentation that may be provided in relation to the above projects and provide guidance and comments as appropriate.  This documentation may include, but not be restricted to roadmaps, IM strategy, Migration strategy, change management strategy project charters and plans, reports, proposals, project deliverables, governance documents, architecture documents, costing documents, presentation, briefing material, briefing notes, etc.;
•	The Business Architect shall provide guidance and counsel to the Director on issues relating to: risk management, quality assurance, management of change, impact assessments (policy and organizational);
•	on an ongoing basis, provide independent, objective analysis and advice on all aspects of the GCDOCS projects including scope, architecture, functionality and technology; and,
•	The Business Architect shall sit in on meetings as directed by the Director, GCDOCS.  These meetings may include, but are not restricted to: meetings with other Departmental staff, consultants, staff of government departments, vendors etc.

Proposed period of contract:

The proposed period of contract shall be on an “As and when requested services” from:

Initial Contract Period:  Contract award to June 30, 2014 plus 2 option year periods.
