Description
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract. Description of the Work The National Research Council Canada (NRC) wishes to award a contract for the comprehensive maintenance and service for the Andover Controls Energy Management and Control Systems installed at the Montreal Road, Sussex and Uplands Facilities. The period of the proposed contract is for three (3) years plus two (2) 1-year options Fixed Period: November 1, 2013 to October 31st, 2016 Option Year 1: November 1st, 2016 to October 31st, 2017 Option Year 2: November 1st, 2017 to October 31st, 2018 The level of effort for this contract is approximately $1,359,928 including option years. The existing campus BAS is a proprietary system which provides DDC monitoring and control (~18,550 points) of the mechanical and electrical systems throughout the buildings and facilities. The system hardware is supplied by Schneider Electric and is installed and serviced by Direct Energy Business Services Limited (DEBSL), The system uses Andover Continuum network and field controllers, with campus-wide networking to buildings via an ethernet LAN, Andover Cyberstation graphical user interface at the workstations, and web-based system access via web.Client.
