    ADVANCE CONTRACT AWARD NOTICE  (ACAN)
    
    1.	Definition
    
    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor.  If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met.  Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
    
    If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
    
    2.	Definition of Requirements
    
    Requirement to develop a French-language version of the United States Environmental Protection Agency’s (EPA) online tool named Product Finder.
    
    Background:
    Natural Resources Canada (NRCan) and the EPA have an administrative agreement whereby NRCan will administer and promote ENERGY STAR in Canada on behalf of and with the permission of the EPA.  As a part of this administration, NRCan ensures Canadians have information they need to choose ENERGY STAR qualified products.  
    As NRCan recently moved to greater alignment with the EPA in delivering the program, NRCan ceased to list qualified products on its website, opting to direct consumers to use the new product finder tool offered by the EPA.  
    
    Objective:
    
    The objective of the contract is to obtain the services of the EPA’s technical services agency of record to create a French-language version of the EPA’s Product Finder (PF) tool.
    
    Tasks:
    
    -	Develop a mirrored French-language version of the EPA’s Product Finder (PF) tool using NRCan’s translations.
    -	Develop a French-language portal for Francophone users to access the translated version of PF tool.
    -	Develop a tool for NRCan to “pull” notifications from the EPA’s website about new terminology requirements for PF.
    -	Develop an interface for NRCan to enter appropriate translations into a form
    -	Develop a tool for NRCan to securely send translations to the EPA’s servers for automatic uploading.
