This Statistics Canada office provides procurement services to the public in both official languages. THERE IS NO SECURITY REQUIREMENT ASSOCIATED WITH THIS SOLICITATION. THE REQUIREMENT IS SUBJECT TO THE PROVISIONS OF INTERNATIONAL AND NATIONAL TRADE AGREEMENTS: NORTH AMERICAN FREE TRADE AGREEMENT (NAFTA); CANADA-CHILE FREE TRADE AGREEMENT (CCFTA); CANADA-PERU FREE TRADE AGREEMENT (CPFTA) and AGREEMENT ON INTERNAL TRADE (AIT) WITH THE PROVINCES AND TERRITORIES. THIS REQUIREMENT IS SUBJECT TO THE CANADIAN CONTENT POLICY Statistics Canada is looking to issue a sufficient number of contracts to cover all of the sites identified. REQUIREMENTS Statistics Canada seeks one or more companies to supply maintenance and/or cleaning services for sixteen sites nationwide. Maintenance services are 7-weeks per site (1 week advance set-up and 6 weeks of maintenance), and Cleaning services are 6 weeks per site. The company will be responsible for recruitment of workers, scheduling and finding replacements for staff absences, dealing with employee issues, paying the maintenance/cleaning staff, and working with the Statistics Canada field and head office (HO) team for all maintenance/cleaning issues. The regions for consideration are: BC, Prairies (AB, SK), ON, QC, Maritimes (NS, NB). Evaluation Process Bidders MUST meet all the mandatory requirements of the Request for Proposal (RFP). No further considerations will be given to bidders not meeting all the mandatory criteria. The mandatory criteria include: M1 - The bidder must demonstrate that they have been in business for a minimum of three (3) consecutive years providing maintenance and cleaning, or maintenance services or cleaning services to various organizations within the last three (3) years Name of the organization; Description of work performed; Period: starting date (Day/Month/Year) and end date (Day/Month/Year) of assignment; Contact name; Phone # and e-mail address of the contact. M2 - The bidder must demonstrate their capability to provide the maintenance and cleaning, or maintenance services or cleaning services as outlined in Annex A and/or Annex B, through showing a recent detailed history of contract(s) detailing the services provided. M3 - The bidder must demonstrate their capability to provide a minimum of two (2) resources for each site location that can provide maintenance and cleaning, or maintenance services or cleaning services. The bidder must complete the template at Attachment 1 to Part 4 M4 - The bidder must identify in their proposal the name of the resource that will act as a Contract Manager/Liaison Officer between the provider and Statistics Canada and administer the Contract on the part of the provider. The bidder must demonstrate that the proposed contact has a minimum of three (3) years experience in managing maintenance and/or cleaning services. The bidder's proposal must include a complete résumé of the proposed contact which will support the skills/expertise being requested / offered. Period of the Contract The period of the Contract is from Date of Contract award to December 31st, 2015, inclusive. Basis of Selection Bidders who meet all the mandatory requirements and have been evaluated for point-rated requirements and the financial proposal will be ranked based on their cost per point. Debriefings After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person. SOLICITATION DOCUMENTS MUST BE OBTAINED THROUGH BUY AND SELL.
