Notice of Proposed Procurement (NPP) Summary: The purpose of this project is to complete design for and the implementation of Occupational Health and Safety, Building Code and Structural Upgrades to the Utility Tunnel System at the RCMP Academy at Depot Division in Regina, SK to enable appropriate use and occupancy for building operations and maintenance. An Occupational Health and Safety study was completed by P3A Architecture and their consultant team in 2012. The completed study will be made available to the successful proponent for use in development of design. The study was broken down into two Assessment Categories; Occupational Health and Safety and Tunnel Condition. The Occupational Health and Safety Category is specific to Workplace practices and procedures and will not form part of this project. The Tunnel Condition Assessment Category is further broken down to two categories which include Occupational Health and Safety items specific to Building Code Deficiencies and Infractions and Life Cycle Management of Components. This project will predominately focus on the Building Code Deficiencies and Infractions. The items identified within this category have been categorized to require completion in the immediate term or within 2-5 years with the majority requiring immediate action based on a risk analysis. This procurement is subject to the provisions of the North American Free Trade Agreement (NAFTA) and the World Trade Organization - Agreement on Government Procurement (WTO-AGP). Bidders will be evaluated through mandatory and rated requirements. The Bidder with the Highest Combined Rating of Technical Merit and Price will be recommended for Award of a Contract. (85% Technical & 15% Price) Security Requirements: Bidders are hereby informed that any resulting Contract will require that the consultants and their personnel providing the services must hold a valid personnel security status at the RELIABILITY level issued by the RCMP. Inspection of the Consultant’s and sub-Consultants’ offices may be required for physical and Information Technology security. The Consultant and Sub-Consultants will follow the security guidance provided by the RCMP after the inspection. The successful Bidder will responsible to: a) Provide personal data including the full name, date of birth, present address and other data as requested by the RCMP representative, for each person working on this project if requested. This information will be used for security clearance purposes. Fingerprinting may be required. This information is required to be provided within 3 days of request. b) Ensure that all persons performing the services must hold a valid RELIABILITY status issued by RCMP Departmental Security.
