    DESCRIPTION OF REQUIREMENT
    
    The Canada Revenue Agency (CRA), with the participation of the union organisations, is committed to making available a confidential and voluntary Employee Assistance Program (EAP), without prejudice to job security or career progression, to employees who may be experiencing personal, health or work-related issues.  
    
    The purpose of this program is therefore to provide professional assistance to the employees and their families when required, to assess the nature of the issue(s) raised, provide short-term counselling, when appropriate, and refer them to the most appropriate source of help.  For further details relating to this requirement, Bidders are referred to Annex A attached hereto and forming part of this solicitation document.

    PERIOD OF CONTRACT
    
    The services will be required to be performed during the period from April 1, 2014 to March 31, 2016 with two irrevocable options to extend the Contract period. Each option is for an additional period of one year.
    
    EVALUATION PROCEDURES
    
    The evaluation of proposals will be performed in five stages as follows:
    
    Stage 1 – Mandatory Requirements
    Stage 2 – Point Rated Requirements
    Stage 3 – Financial Proposals
    Stage 4 – Determination of the Bidder’s Overall Score
    Stage 5 – Other Pre-Award Conditions
    
    MANDATORY CRITERIA
    
    The Bidder must meet all mandatory criteria applicable to this solicitation.  Bids not meeting all mandatory criteria will be given no further consideration.
    
    POINT RATED CRITERIA
    
    Only the bids meeting the mandatory criteria will be evaluated and scored in accordance with the point rated evaluation criteria.
    
    CONTRACTOR SELECTION METHODOLOGY
    
    The compliant bids with the highest combined rating of technical merit (70%) and price score (30%) will be recommended for award of a contract subject to pre-award conditions being met.
