    Request For Proposal (RFP) documents will be e-mailed or faxed directly, from the contracting officer, to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement.     Description of the requirement:
    
    In order to meet its Beyond the Border Action Plan commitment to establish a common approach to screening visa-exempt foreign nationals at the earliest opportunity, Canada is creating an Electronic Travel Authorization (eTA) program, modeled on the U.S. Electronic System for Travel Authorization (ESTA). The eTA program aligns with CIC’s strategic outcome to provide “managed migration that promotes Canadian interests and protects the health, safety and security of Canadians.”
    The project has a requirement for a business team leader and a business team member to complete an Independent Review of the eTA Project, focusing particularly on eTA system development readiness.
    
    
    The Contractor shall provide the following deliverables in English:
    
    a)	Review Work Plan with timelines and review resources identified and lines of enquiry confirmed (February 2014);
    b)	Preliminary feedback following the analysis phase in the form of a briefing deck (February 2014);
    c)	Draft Report and draft presentation (5 hard copies and soft copy) (March 2014); 
    d)	Up to two separate briefings of the Draft Report (March 2014);
    e)	Executive summary presentation (if required) (April 2014);
    f)	Executive briefing note (if required) (April 2014);
    g)	Final Report and final presentation (5 hard copies and soft copy) (April 2014); and
    h)	Minutes from feedback meetings (April 2014).
    
    The Contractor shall provide all reports in MS Word format and presentations in MS PowerPoint format.  The Contractor shall provide all deliverables under the Contractor’s letterhead.
    
    
    Proposed period of contract:
    
    The proposed period of contract shall be from The Work is to be performed during the period of January 22, 2014 to April 30, 2014.
