The National Capital Commission (NCC) has a requirement for the purchase of one (1) Leica Total Station MS50 R2000 with integrated scanner. The purpose of this Advance Contract Award Notice (ACAN) is to signal the NCC’s intention to award a contract to Leica Geosystems Ltd of Lachine, Montreal, Quebec. The value of the purchase is estimated to be $63,065 CDN including all applicable taxes. The effective date is December 19, 2013. All questions and requests for clarifications must be submitted in writing to the Allan Lapensée, Senior Contract Officer at fax no. 613-239-5007 or by e-mail at allan.lapensee@ncc-ccn.ca . This requirement falls within the exemptions under Agreement on Internal Trade (AIT), Chapter 5, Article 506, (a) to ensure compatibility with existing products, to recognize exclusive rights, such as exclusive licences, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative, and, (b) where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists;. The procurement process for this requirement is subject to Chapter 5 of the Agreement on Internal Trade (AIT). An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen (15) calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract. Any other potential supplier must demonstrate by way of a statement of capabilities that its product meets the following: • Robotic Total Station with 1” accuracy including: - High precision 3D Laser scanner integrated within shell/body of Total Station including a 3D point cloud viewer; - Digital color camera integrated with video and zoom of 5 megapixels taking up to 20 images per second; - GNSS System connectivity; • This Robotic Total Station has to be entirely compatible with our existing high accuracy Real-Time GPS system currently in use.
