Statistics Canada is looking to issue one or more contract to cover all of the sites identified.

Requirement 
	
Statistics Canada is conducting the Canadian Health Measures Survey (CHMS) across Canada.  

Statistics Canada seeks a company to manage the laundry services of the CHMS at each site location, nationwide.  Laundry services include the coordination of pickup, inspection, washing, folding, quality control, and return delivery of the CHMS laundry.  The company will be responsible for management, scheduling pickup and return, and the cleaning and folding of laundry.  The company will be working with the Statistics Canada employees to ensure that pickup and return occurs as scheduled.

Evaluation Process

	Bidders MUST meet all the mandatory requirements of the Request for Proposal (RFP).  No further considerations will be given to bidders not meeting all the mandatory criteria.  The mandatory criteria include:
	
M1 	The bidder must demonstrate that they have been in business for a minimum of three (3) consecutive years providing wash and fold laundry services as outlined in Annex A (Statement of Work),  to various organizations through showing a recent detailed history of services provided.

The bidder must provide the following information: 

Name of the organization;
Description of work performed;
Period: starting date (Day/Month/Year) and end date (Day/Month/Year) of assignment;
Contact name;
Phone # and e-mail address of the contact.

M2 	The bidder must identify in their proposal the name of the resource that will act as a Contract Manager/Liaison Officer between the provider and Statistics Canada and administer the Contract on the part of the provider. 
The bidder must demonstrate that the proposed contact has a minimum of three (3) years experience in managing wash and fold laundry services.

Period of the Contract
The period of the Contract is from Date of Contract award to December 31st, 2015, inclusive.

	Basis of Selection
Bidders who meet all the mandatory requirements will be evaluated on their technical bid and their financial proposal and then will be ranked based on their price per point. 

The cost per point will be obtained by using the average evaluated price per site divided by the number of sites bid on.

The Bidder with the Lowest Evaluated price per point will be recommended for contract award for all sites they submit a responsive bid for.

Debriefings
After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
