INVITATION The Department of Foreign Affairs, Trade and Development (DFATD) is seeking to retain the services of a Consultant to : assess and monitor the performance of DFATD’s bilateral health sector program in Afghanistan and its operational projects; assess and monitor the performance of other DFATD projects in the health sector, including inter alia, a regional health project in Central Asia (Afghanistan, Pakistan, Tajikistan and Kyrgyz Republic); and to provide technical advice on issues related to DFATD’s health sector programming in Afghanistan; and, as and when required, provide monitoring or advisory services related to additional projects of the health sector. The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of services. DFATD reserves the right to refuse any or all proposals received. The amount allocated to this contract will not exceed six hundred forty thousand Canadian dollars (CAN$640,000) excluding applicable taxes. The anticipated contract duration is four years. WORKING LANGUAGE OF THE PROJECT Since the recipient countries request communications with DFATD in English, the working language for this project is English. Notice for Government Electronic Tendering Service (GETS) DESCRIPTION OF SERVICES The Department of Foreign Affairs, Trade and Development (DFATD) seeks to retain the services of one (1) individual (the ‘Program Monitor and Technical Advisor for Health Initiatives’) to: (a) Assess and monitor the performance of DFATD’s bilateral health sector program in Afghanistan and its operational projects and of other DFATD projects in the health sector, including inter alia, a regional health project in Central Asia (Afghanistan, Pakistan, Tajikistan and Kyrgyz Republic); (b) Provide technical advice on issues related to DFATD’s health sector programming in Afghanistan; (c) As and when required, provide monitoring or advisory services related to additional projects of the health sector. DFATD’s bilateral health program in Afghanistan supports two commitments taken by the Government of Canada in 2010 to improve the health of Afghans: the G8 Muskoka Initiative on Maternal, Newborn, and Child Health (MNCH); and, the Global Polio Eradication Initiative. The Program aims to improve the health of mothers, newborns and children and to reduce the number of preventable deaths. Projects are articulated along all three paths of the Muskoka Initiative: 1) Strengthening health systems, 2) Reducing the burden of diseases, and 3) Improving nutrition. BIDDERS CONFERENCE No bidders conference will be held in relation to this RFP. CONSULTANT PROFILE To meet the requirement of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Program Monitor and Technical Advisor for Health Initiatives that meets the following mandatory criteria: a minimum of thirteen (13) months of experience over the last five (5) years in international development projects/programs in the health sector; and a degree from a recognized university in a field related to health. In order to be considered, proposals must be completed and received no later than 14:00 hrs, Eastern Standard Time (EST), on the closing date, by the DFATD Bid Receiving Unit, at the Central Mail Room, 1st Floor, 200 Promenade du Portage, Gatineau, Quebec K1A 0G4.
