DESCRIPTION OF REQUIREMENT:

This project is in support of the Health Product and Food Branch (HPFB) 2012-2015 strategic plan which identified three key priorities:
-	Modernizing our regulatory framework through the implementation of the roadmap for modernization;
-	Improving operational performance, and;
-	Investing in people to provide a successful enabling environment

and the associated HPFB operational and financial plans and activities.

The project supports the three priorities as it will consist of a detailed examination and analysis of the current state of the mandate and activities of the Food Directorate, the organizational structure and business model under which it delivers this mandate and conducts these activities, and the related current costing and funding.  It will also consist of an analysis of the impact of the evolving context in which it operates, including a comparative analysis of international counterparts, and the development of viable options (at least two) for the future state of the Food Directorate organization structure and business model with the associated costing, a recommended option with rationale and implementation plan.  It will also include the development of a communication and stakeholder engagement strategy in support of the business case for the recommended option and its implementation.

DURATION OF THE CONTRACT

The services of the contractor will be required from Contract award date until November 3, 2014.
