    1.0 Description of the requirement:
    
    Industry Canada requires the services of a Senior Oracle Database Administrator resource to ensure uninterrupted continuation of Industry Canada’s database operations.
     2.0. SCOPE OF WORK / KEY ACTIVITIES
    One of the functions of the Database and Data Administration group of the CIO is to provide Database Administration services for a number of corporate applications on both the UNIX and Windows platforms and to act as virtual centre of expertise for Oracle products in Industry Canada. This consists of providing database administration for a number of Industry Canada’s corporate databases, as well as planning and coordinating product releases with all departmental Oracle users. The group is also responsible to act as advisor and support for application developers, a number of who work in an environment using an agile development methodology. This methodology requires database administrators to work very closely with the development teams to ensure that they receive timely and high quality support.
    2.1 Database Administrator – Senior
    The purpose of this resource is to provide the department database administration services to support the Oracle environment. 
    Key activities will include, but are not limited to, the following:
    2.1.1Application Development Support
    Provide support to in-house application development teams in the design and implementation of new applications as well as corrections and enhancements to existing applications:
    •	Advise on effective database schema creation and modification,
    •	Provide PL/SQL support to developers;
    •	Assist with application performance tuning;
    •	Assist in troubleshooting application issues;
    •	Assist with data migration and bulk data updates;
    •	Provide support for multi-database replication and update,
    •	Provide support for application testing;
    •	Assist with application database design optimization;
    •	Provide support for application/database connectivity;
    •	Assist developers in the selection of the proper index optimization method;
    •	Participate in development team meetings as required;
    •	Assist developers with application testing by refreshing data in Development, User Acceptance Testing and Pre-Production environments as required;
    •	Provide time estimates to perform database work to Project Managers as requested
    
    2.1.2 Production Support
    Provide ongoing support for the operation of production applications:
    •	Verify regular backup and recovery activities to ensure no loss or corruption of data, and take appropriate corrective action as required;
    •	Conduct regular testing of databases to ensure data integrity;
    •	Provide operations planning support to ensure that processing resources are available to meet production requirements;
    •	Implement changes to schema objects;
    •	Manage access control in a shared environment;
    •	Create and manage database links;
    •	Create users and roles in Oracle;
    •	Setup and manage data replication;
    •	Setup and manage Verity/Oracle indexing;
    •	Manage connectivity with Websphere
    2.1.3 Upgrade support
    Assist in installing any changes to RDBMS software, hardware or related network components:
    •	Assist other stakeholders in creating a change plan;
    •	Assist all stakeholders during implementation of the change plan;
    •	Assist in verifying application functionality, reliability, and security after changes have been installed;
    •	Provide consultation on the new or changed features to stakeholders
    2.1.4 Resource management and performance monitoring
    Develop, implement, and monitor the performance and effectiveness of ongoing database management activities:
    •	Design and implement procedures to monitor the utilization of database resources and ensure that resources are correctly utilized;
    •	Control allocation of storage space and other resources to users and applications;
    •	Control and monitor the allocation of security access levels to clients;
    •	Tune internal parameters for optimal performance;
    •	Negotiate with Application Developers on methods of optimizing data access by proper index creation and improved coding of procedures, and other performance-related issues;
    •	Analyze factors which can degrade database access performance and recommend changes to improve performance;
    •	Negotiate with stakeholders for any changes required.
    2.1.5 Consultation
    Advise in optimum use of database management systems and associated tools.
    •	Provide consultation to stakeholders on the use of database management systems;
    •	Evaluate all aspects of the current system implementation such as data transfer jobs, database security, database configuration, machine implementation, and recommend long-term approach for operations support. Where applicable, suggest changes to the system architecture and/or processes to expedite continued maintainability of day to day operations.
    
          2.1.6  Investigation
    Investigate advances in database management capabilities, associated tools and additional components. Advise stakeholders of which of these improvements could be of benefit to them and, if appropriate, indicate how additional components would fit within the standard product set. Recommend optimum implementation time frame for selected additions and enhancements.
    •	Investigate requirements, configurations and components required to provide a link between Oracle databases and various other products such as Lotus Enterprise Integrator, Microsoft Access etc.
    •	Investigate capabilities of new version releases of Oracle products. Provide guidance to stakeholders in appropriate sets of products for updates
    
    3.  DELIVERABLES 
    The deliverables could include, but are not limited to, the following for each resource required:
    •	Support for in-house application development teams in the design and implementation of new applications as well as enhancements to existing applications.
    •	Testing and implementation of new and upgraded ORACLE RDBMS client and server software;
    •	Client support in the structuring and use of ORACLE tools;
    •	Daily monitoring and administration of operational databases, and testing and implementing of new and revised application database architectures
    It should be noted that:
    •	The Contractor shall be responsible for all work produced under this contract, including completeness and accuracy.
    •	The Contractor shall maintain an electronic library of work in progress, delivered items and review comments, and shall perform version control.
    
    Proposed period of contract:
    
    The proposed period of contract shall be on an “As and when requested services” from:
    
    Initial Contract Period:  Contract award to March 31, 2015.
