TIME AND CLOSING LOCATION REMAIN UNCHANGED*** ***************************************************************************** AE14SLCS - Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) for Consultant Services – Source List for Environmental Consultant Services for Contaminated Sites, Atlantic Provinces. In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Atlantic Provinces, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Source List to provide “as and when required” professional services specific to Department of National Defence (DND) requirements located at the Bases, Wings and Stations throughout the Atlantic Provinces: New Brunswick, Newfoundland and Labrador, Nova Scotia and Prince Edward Island. The objective of this Request for Abbreviated Proposal (RFAP) is to select four (4) Consultants, who will placed on a Source List (SL) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $3,000,000.00, for a period of three (3) years from the date of the SL establishment. If mutually agreed between the Consultants and DCC, the SL may be increased in the order of $1,000,000.00 with no extension in time. Commissions under the SL are expected to be valued between $40,000 and $70,000; the maximum estimated value of a Commission is $300,000 The SL is not a commitment by DCC to spend the entire amount. Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relate to achievements and experience, technical and managerial expertise. The four (4) highest ranking firms selected through the evaluation process, including a factor for the price element will be invited to be included in the source list. This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA. Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposal on the forms that are available from MERX at www.merx.com or by calling 1-800-964-6379. To be considered, Abbreviated Proposals must be received at the following address, no later than 14:00 hours local time on April 01, 2014.
