Period of Contract: 6 months, with 3 additional 6-month option periods. Transport Canada as the lead agency working in partnership with other government departments and agencies, in accordance with the Canadian Safety and Security Program (CSSP) has a requirement to lease equipment to evaluate the commercial availability and performance of instrumentation capable of high volume air sampling and analysis of vapours for specified drugs, explosives and their precursors. Commercially available systems must be evaluated for their performance in the sampling of large volumes of air (including vapours and fine particulate), in collection and pre-concentration, and in the analysis and identification of target analytes. The main objective is to evaluate the performance of commercially available high volume sampling and analysis systems (typically consisting of an air sampling system, a pre-concentrator and a detector) to detect the aforementioned substances in marine and air cargo containers and consolidations (e.g. unit load devices, pallets, crates, and break-bulk cargo) or in vehicle and room searches. Sampling of cargo containers will be performed at existing openings and ventilation areas without the need to open the containers or consolidated cargo. The evaluations will incorporate but not be limited to laboratory validation of vendor specified limits of detection, laboratory evaluation of vapour trapping efficiency, semi-controlled field system performance and field operational testing. The requirement and evaluation is not intended to include early stage prototype systems nor conduct developmental research on behalf of industry. System bids must include and demonstrate clear documented evidence of operation for the intended applications. The highest ranked compliant bids, that fall within the collective stipulated budget, will be recommended for contract award; therefore, this may not result in multiple contracts. - Delivery of the complete systems is requested 12 weeks from the award of contract ,detailed in Part 7, of the Resulting Contract. - There is not a security requirement associated with this requirement. - Pursuant to section 01 of Standard Instructions 2003, a Consent to a Criminal Record Verification form, must be submitted with the bid, by the solicitation closing date, for each individual who is currently on the Bidder’s Board of Directors. - The requirement is subject to the provisions of the Agreement on Internal Trade (AIT). - Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract will belong to the contractor TECHNICAL EVALUATION CRITERIA Mandatory and point rated technical criteria are included in Annex B of the bid solicitation. BASIS OF SELECTION -- HIGHEST COMBINED RATING OF TECHNICAL MERIT AND PRICE 1. To be declared responsive, a bid must: (a) comply with all the requirements of the bid solicitation; (b) meet all mandatory technical and management evaluation criteria; 2. Bids not meeting (a) or (b) will be declared non-responsive. 3. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70% for the technical merit and 30% for the price. 4. To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 70% 5. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 30% 6. For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating. 7. Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
