DESCRIPTION OF REQUIREMENT Building on the results of the Red Tape Reduction consultations held in 2012, the CRA’s objective is to conduct further consultations with small business owners, bookkeepers and accountants to get feedback on progress it has made with its action plan to date and to help establish the next set of priorities it should focus on in its action plans. For the purposes of this project, a small business is defined as having less than 50 employees, must have been established for at least one full year and has met its tax filing obligations. The Contractor will coordinate and conduct the recruitment of participants for the consultation sessions, and will facilitate these sessions between the CRA and small business owners, bookkeepers and accountants in various cities across Canada. The Contractor will only be required to recruit small business owners, bookkeepers and accountants; not participants from the CRA. The Contractor will also document and report on the discussions that take place in the consultation sessions. PERIOD OF CONTRACT The period of the Contract is from date of Contract award to December 31, 2015 inclusive. EVALUATION PROCEDURES The evaluation of proposals will be performed in five stages as follows: Stage 1 – Mandatory Requirements Stage 2 – Financial Proposals Stage 3 – Other Pre-Award Conditions MANDATORY CRITERIA The Bidder must meet all mandatory criteria applicable to this solicitation. Bids not meeting all mandatory criteria will be given no further consideration. CONTRACTOR SELECTION METHODOLOGY A bid must comply with the requirements of the solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be considered the highest ranked Bidder and will be recommended for award of a contract.
