ficonTEC Service and Maintenance Contract

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre identified contractor.  If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met.  Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities. If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

Provisions in accordance with the Government Contracts Regulations - only one person or firm are capable of performing the contract.

The National Research Council wishes to award a contract to ficonTEC. ficonTEC is the original equipment manufacturer of NRC’s current inventory of Automated bar stackers and bar testers. ficonTEC is the only company that’s able to satisfy our requirement to reconfigure and refurbish the equipment to NRC specifications.  For reasons of interchangeability of parts/components and software only the original equipment manufacturer  has the capability and knowhow to address and trouble shoot  arising problems with NRC’s equipment. In addition, only the OEM “ficonTEC” has certified factory trained technicians to work on the Automated bar stackers and bar testers.

Contract duration is to commence upon contract signature and terminate no later the March 31st 2015. Contract may be subject to negotiation with the supplier.

IP: There are no IP considerations for this contract.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein (including the interdependency criteria from a scheduling perspective with other work being done internally that results in, as well as impacts, the timeline alluded to above), as well as with the necessary expertise and appropriate contacts with relevant and major global semiconductor memory device manufacturers for the associated critical market analyses (and understanding of paths to markets), may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice.  The statement of capabilities must clearly demonstrate how the supplier meets all of the advertised requirements.
