    Description
    This bid solicitation cancels and supersedes previous bid solicitation number 201402871 dated October 18, 2013 with a closing of November 27, 2013 at 14:00hrs (EST).  A debriefing or feedback session was provided upon request to bidders who bid on the previous solicitation.
    
    
    
    1. 	Requirement Summary
    
    The objective of the project is to examine 3D printing technology and its potential implications for the manufacture of firearms, their components and ammunition and for current firearms legislation and policy. 
    
    
    2	DELIVERABLES 
    
    
    The Contractor must provide:
    
    
    A Detailed Project Plan outlining the work plan and the proposed approach and methodology for conducting the research to be finalized with the Project Authority.
    A Progress Report consisting of an initial bibliography and preliminary outline for the research paper.
    A Preliminary Report consisting of final bibliography and initial findings.
    A Draft Report – containing an Executive Summary and Conclusions.
    A Final Research Report

    3.	Period of Work
    
    
    The period of the Contract is from date of contract award to approximately March 31st 2015

    Basis  of selection – Highest Combined Rating of Technical Merit 70% and Price 30 %
