    Regulatory Development Project: Consulting Services
    	
    Indian Oil and Gas Canada (IOGC) is seeking to establish a standing offer agreement(s) for regulation and policy development consulting services as defined in Appendix “D” Statement of Work. IOGC requires the services of subject matter experts in specific technical areas related to the oil and gas industry to provide advice, undertake research, analyze and make recommendations related to the revision of the Indian Oil and Gas Regulations, 1995, and the development of new regulations in accordance with the Indian Oil and Gas Act, 2009.
    
    IOGC is a special operating agency within the department of Aboriginal Affairs and Northern Development Canada (AANDC). It is responsible for the management and administration of oil and gas resources on designated Indian Reserves across Canada, south of the 60th parallel. IOGC, on behalf of the respective First Nation, leases petroleum and natural gas rights to companies granting them the right to explore for and develop these resources.
    
    The Indian Oil and Gas Act, 1985 and Indian Oil and Gas Regulations, 1995 are the legislative and regulatory instruments for the Government of Canada to manage oil and gas exploration and development on Indian reserve lands. IOGC is in the process of modernizing this regime as it has remained virtually unchanged for 35 years.
    
    An Act to amend the Indian Oil and Gas Act, Bill C-5, received Royal Assent on May 14, 2009 (IOGA, 2009). With the passage of the Bill into law, Canada is eliminating the regulatory gap that exists between on-reserve and off-reserve oil and gas activities. By bringing federal legislation in line with similar provincial legislation, a transparent and efficient regime for oil and gas operations on reserve lands will be created, thereby encouraging industry investment and economic development in First Nation communities. The IOGA, 2009 does not come into force until new regulations are in place.
    
    IOGC requires qualified Subject Matter Experts in the following three (3) Categories of Resources with up to two (2) Resources per Category:
    1.	Senior Subject Matter Expert in Surface Tenure;
    2.	Senior Subject Matter Expert in Royalty; and
    3.	Senior Subject Matter Expert in Seismic Exploration; 
    
    The Department intends to award up to six (6) Standing Offer Agreements as a result of this proposal call.
    
    DURATION OF STANDING OFFER(S)
    
    The period of the Standing Offer(s) is two years from agreement award. Canada will have the irrevocable option to extend the term of the Standing Offer Agreement(s) by up to three (3) additional 1-year periods.
    
    
    Documents may be submitted in either official language of Canada.
    
    Canada retains the right to negotiate with suppliers on any procurement.
