    This requirement is for the department of Health Canada.
    
    Title:  Standing Offer Agreement (SOA) for Technical Editing Services in a Scientific Context (two streams: English and French Comparative)
    
    
    Introduction: Health Canada (HC) is the federal government department responsible for helping Canadians to maintain and improve their health.  
    
    Health Canada’s Water and Air Quality Bureau (WAQB) as well as the Health Products and Food Branch (HPFB) require the services of experienced technical editors to revise complex scientific documents before they are published.  
    
    WAQB prepares health assessments, scientific publications, and guidelines with respect to population exposures to pollutants in indoor and outdoor air, as well as in drinking and recreational water quality. HPFB has a mandate to manage and deliver a national compliance and enforcement program for blood and doner semen; cells, tissues and organs; drugs (human and veterinary); medical devices and natural health products. In this capacity, HPFB publishes regulatory and scientific guidelines and summaries of inspections carried out by the HPFB Inspectorate. Some of the publications are intended for a scientific audience, while others have as a goal to make information more easily accessible to Canadians.
    
    Health Canada requires the services of experienced English and/or French language technical editors. Health Canada will issue up to six (6) Standing Offer Agreements as a result of this RFSO.  
    
    Estimated Value: The total value of all Standing Offer Agreement(s) emanating from this RFSO shall not exceed a total of six hundred thousand dollars CAD ($600,000.00),  including all applicable taxes.  This amount includes an initial duration of two (2) years from April 1st, 2014 to March 31st, 2016  for an estimated amount of ($400,000.00) and one (1) one-year optional renewal from April 1st, 2016 to March 31st, 2017 to be exercised at Health Canada’s discretion (for an estimated amount ofl $200,000.00).	
    
    Ownership of Intellectual Property:  The Crown will own IP 
    
    Security Requirement:  Health Canada or its authorized representative will be a sponsor for obtaining the Designated Organization Screening (DOS) through Public Works and Government Services Canada (PWGSC) to ensure the facility meets the Government of Canada security requirements.
    
    
    Mandatory Requirements: 	
    M1.  The Bidder has read, signed and returned the following documentation:
    Appendix “A”	Certifications
    Appendix “B”	Financial Table
    
    Note: Bidders that are applying for the French and English streams will be assessed for each stream independently, i.e., the bidder’s score in one stream will not impact his score in the other stream.   
    
    M2. Security and Education
    The Bidder has provided at bid receipt physical evidence of:
    Proof of his or her educational qualifications (university degree(s) or college diploma(s)) from a recognized post-secondary  educational institution for the Bidder and each resource
    Proof of any technical editing certifications.
    
    M3. Portfolio 
    A copy of the Bidder’s scientific technical editing portfolio must be submitted for evaluation by HC.  The portfolio must include:
    one (1) sample of previous technical editorial work completed. The sample should show the original text and the editorial changes, and should not exceed 30 pages in length. The bidder must also provide contact information for the contracting organization/person for the sample to verify the information provided in the bidder’s proposal.
    
    M4. Resources and Availability
    M4.1 The Bidder has clearly identified his/her proposed editors(s) for either or both streams (English and/or French).
    M4.2 For EACH proposed editor, the Bidder has provided a resumé detailing in a chronological order (yyyy/mm/dd) the proposed resource=s experience and capability in editing scientifically technical documents (e.g., health, environmental and/ or scientific related terminology) in the stream for which he/she is being considered for. The bidder’s proposed resources must have at least 3 years (in the last 5 years) demonstrated experience editing scientific documents. This can be demonstrated in the resumés.
    M4.3 The bidder must return the sample text with all editorial changes in track changes (both general and technical), deemed necessary.  This sample text will be used for the point rated requirements. 
    M4.4  The Bidder has clearly identified his/her availability in delivering                           
    editing services, three hundred and sixty five days (365) a year.
