    This requirement is for the department of Fisheries and Oceans Canada.
    
    TITLE: Fishery Consultation Facilitator for Fisheries Management Advisory and Consultation Process
    
    BACKGROUND
    
    Fisheries and Oceans Canada (DFO) has a broad mandate, with the authority to regulate and enforce activities, develop policy, provide services and manage programs. To help ensure that the department's policies and programs are aligned with its vision and effectively address the interests and preferences of Canadians, DFO supports consultations that are transparent, accessible and accountable.
    
    The Integrated Harvest Planning Committees and Joint Management Committees were established by DFO Pacific Region to provide formal advice and make recommendations to DFO.  They are the primary contact for DFO for international and cross-sectoral communication and advice, and provides advice to the Department on operational decisions related to fisheries management in the Pacific Region.  
    DFO undertakes bi-lateral consultation with sector organizations including but not limited to the Commercial Salmon Advisory Board (CSAB), the Sports Fish Advisory Board (SFAB), First Nations Salmon Coordinating Committee (SCC), and the Hake Advisory Panel to develop fishing plans and communicate information related to stock status and the views of other sectors.  These consultations improve departmental decision-making processes, promote understanding of fisheries and strengthen relationships.     OBJECTIVES 
    
    The objective is to obtain the services of a professional fishery consultation facilitator to assist with the current fisheries management advisory and consultation process.  
    
    CONTRACT PERIOD
    
    The services are to be performed on an “as and when required” basis during the period from 1st July, 2014 to June 30th, 2015 with two (2) additional one (1) year periods
    
    ESTIMATED VALUE 
    
    The total value of any contract(s) emanating from this RFP shall not exceed $50,000 per year, including travel and living expenses and all applicable
    
    
    SECURITY REQUIREMENTS 
     The contractor’s resources working on this contract must hold a valid Reliability Status granted by the Canadian and Industrial Security Directorate (CISD) of Public Work and Government Services Canada (PWGSC) effective on the date of contract award.
    
    RESOURCE REQUIREMENT
    
    The facilitator is required to provide impartial support to the fisheries management advisory and consultation processes. The facilitator is required to ensure that the fisheries management advisory and consultation processes run effectively, develops recommendations on dealing with harvest opportunities within the required timeframe, and follows the Terms of Reference for the advisory body.
    
    With the DFO Salmon Resource Manager:
    
    •	Develop the agenda in consultation with the Agenda Committee
    •	Clarifies official committee members and alternates
    •	Verifies representation/attendance of participants
    •	Ensure information is available to all participants on an equal basis
    •	Ensure that an accurate record of meetings is prepared, with assistance from a designated recorder
    •	Ensures that files/issue/action items are being following up on.
    •	Documents meeting decisions
    •	Documents any actions that members may be assigned.
    
    The Facilitator needs to:
    
    •	Summarize and focus discussion
    •	Enforce the Committee Charter/TOR
    •	Encourage active participation of all members
    •	document the recommendations/decisions and where there is not consensus, document differing views. 
    •	Mitigate conflict
    •	Facilitate communication among Committee members
    •	Ensure that files/issues are being followed up on
    •	Maintain respectful discussion and provide opportunities for all members to speak
    •	Ensure that all participants can hear proceedings
    •	Provide recommendations on improvements to the process
    •	Assist the Committee with prioritizing and establishing the work of sub-committees with clear Terms of References as required.
    
    INTELLECTURAL PROPERTY
