Request for Proposal (RFP) documents will be e-mailed directly, from the contracting officer, to the Qualified Supply Arrangement Holders who are being invited to bid on this requirement. BIDDERS ARE ADVISED THAT GETS IS NOT RESPONSIBLE FOR THE DISTRIBUTION OF SOLICITATION DOCUMENTS. Description of the requirement: Passport Canada was a Special Operating Agency of Foreign Affairs and Trade Development Canada (DFATD) (formerly the Department of Foreign Affairs and International Trade Canada). Under the Canadian Passport Order, the Minister of Foreign Affairs charged Passport Canada with the authority to issue, refuse, revoke, withhold, recover and monitor the use of passports, including the refusal and withholding of any passport services. Also, as a state member of the International Civil Aviation Authority (ICAO), Canada has undertaken to collaborate with the international community to promote the safe and orderly development of international civil aviation to ensure secure and efficient international air travel through compliance with ICAO standards and adoption of international best practices. Effective July 2, 2013, the Canadian Passport Order (CPO) was amended thereby transferring accountability for the Passport Program to the Minister of Citizenship and Immigration (CIC) Additionally, control and supervision of those portions of Passport Canada responsible for domestic operational delivery were transferred by the Minister of CIC to the Minister of Employment and Social Development Canada (ESDC) (formerly Human Resources and Skills Development Canada). Service Canada (an initiative of ESDC) has been authorized to serve as the domestic service delivery agent for passport services. The Minister of DFATD will retain responsibility as the international operational delivery agent for passport services. CIC and Service Canada established a partnership framework in relation to the management and delivery of Canadian passport services and to collaborate on the development of the program to modernize how passports are delivered to Canadians. CIC requires Professional Services from a variety of categories identified in section D6 of the Statement of Work to provide support with passport program transition and delivery as well as modernization initiatives all of which are carried out in collaboration with internal and external stakeholders. CIC may award up to three (3) contracts for this requirement.
