DH1404 - Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) – Source List for Multi-Disciplinary Architectural and Engineering Consultant Services, Dwyer Hill Training Centre, Richmond, ON. 

Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Source List to provide “as and when required” professional services specific to Department of National Defence (DND) requirements at Dwyer Hill Training Centre, Richmond, ON.

The objective of this RFAP is to select two (2) firms, who will be placed on a Source List (SL) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $800,000.00, for a period of two (2) years from the date of establishment.

If mutually agreeable between the Consultant and DCC, the SL may be extended for up to one (1) additional year period and increased in the order of $200,000.00 at any time. Commissions under the SL are expected to be valued between $20,000 and $100,000; the maximum value of a commission is $120,000.
Commission #1 under this SL will be included in this competition. The Proponent who receives the highest score on the cost proposal will be awarded Commission #1

The SL is not a commitment by DCC to spend the entire amount.

Information provided by the Proponents will be evaluated using the established criteria in the RFAP document.  The technical criteria relate to achievements and experience, technical and managerial expertise.  The two (2) highest ranking firms selected through the evaluation process, including a factor for the price element will be invited to be included in the source list.

This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.
