    INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI) 
    TO OCCUPY SPACE IN HANGAR 7 AT 5 WING GOOSE BAY
    IN THE TOWN OF HAPPY VALLEY - GOOSE BAY, NL

    Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information regarding their interest in a potential occupancy of space available subject to the following criteria:
    
    
    Section A: License Components
    
    	license term of not more than five (5) years, commencing on or about September 1, 2014.
    
    	approximately 11 556 gross square metres (m2) of contiguous hangar space (Floor plan for 7 Hangar attached). 
    
    	should the prospective licensee require improvements or alteration to the space, any alterations must be approved in advance by PWGSC and will be at the expense of the licensee.  At the end of the license term, the licensee will be required to restore the space to its original state at its cost, at the option of the licensor. 
    
    
    Section B:  Hangar Description and Air Field Restrictions
    
    7 Hangar is a large free standing hangar located on the aerodrome in the Airfield Operating Zone (AOZ).  It can only be accessed with specifically cleared vehicles through the aerodrome ramp access gates which require all vehicles to be driven and inspected by ramp qualified personnel.  Due to these factors, the hangar is not suitable for storage or as a warehouse operations building.  The use of 7 Hangar should be tailored to aerospace industry and flying operations.  The hangar is an open concept building with large aircraft bays, ample internal storage for AMSE and testing equipment, there are three internal towers with technical and office space.  The facility would ideally be used by an aerospace industry tenant, who occupies the entire facility for ease of access, work and building security.
    
    Airfield services at Goose Bay are published in the “GPH 205”.  This is the standard aeronautical publication used worldwide to identify aerodromes, their descriptions and services.     The tenant that works and occupies this hangar will have to be security cleared in accordance with the Government of Canada (GoC), Canadian Industrial Security Directorate (CISD) of PWGSC prior to occupation.  Further to that each person working at the facility will have to have the prerequisite GoC security clearance completed and hold proper identification badge for the AOZ.  GoC currently requires an Enhanced Reliability Check for all DND Employees and a Criminal Records Check for any civilian sub-contractors requiring access to the AOZ.  These security clearances will be completed for each individual when the letting agreement is complete and the names of the client’s workers are made available.
    
    There is no dedicated parking for 7 Hangar located outside the fenced aerodrome area adjacent to the hangars.  There is a general parking area adjacent to 7 and 8 Hangar.  There is a walk through access to 8 Hangar (5 Wing Operations spaces) which allows access to the AOZ.  A parking area may be established west of 7 Hangar on the adjacent ramp area.  This will require dedicated vehicle clearance and routine Foreign Object Damage (FOD) checks will be conducted.

    Section D: Responses Requested by
    
    As this may be the only invitation to submit an EOI for this potential license project, owners or their agents should provide their response by July 25, 2014.  Any response received after this date may not be considered.
    
    
    Section E: Information Provided by Interested Parties or Agents of Interested Parties     
    
    Information provided by interested parties or agents of interested parties should include, 
    the name and address of the interested party. A contact person, complete with phone number and email address.  Details regarding the intended use of the facility and details addressing the criteria listed above in Section A should be provided.   
    
    Agents submitting a response to this EOI should provide PWGSC with a letter authorizing them to do so.
    
     
    
    
    Section F: Security Requirement
    
    
    If this EOI results in a future tender process, the users of the proposed space will have to hold a valid security clearance at the Enhanced Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC prior to occupation. All parties interested in this potential license are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section G to initiate the security clearance process.

    Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the interest in occupying space currently available at 5 Wing Goose Bay.  PWGSC will not necessarily invite offers, or license any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of parties interested in occupation of available space at 5 Wing Goose Bay and PWGSC may issue an invitation to tender for other licensing opportunities based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PWGSC reserves the right to proceed with an Invitation to Offer to License by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
