Task-Based Informatics Professional Services (TBIPS) Requirement This requirement is for the department of Employment and Social Development Canada (ESDC). This requirement is open only to those Supply Arrangement holders who qualified under (Tier 1) for requirement up to and including $2M for the following qualified streams: Application Services The following TBIPS holders have been invited to submit a proposal. 1. Description of the requirement: 1.0 TITLE Application/Software Architect and System Analysis Professional Resources. 2.0 BACKGROUND: The Innovation, Information and Technology branch (IITB) provides information and technology services to the department of Employment and Social Development Canada (EDSC). This includes business applications that support and streamline work processes, access data, and process millions of benefit-related transactions to address Canadians’ needs. It is also responsible for the provision and management of telephony and data networks, applications and data stores, and new processes and technologies. Accompanied by an integrated solution for IT services, IITB seeks support from professional IT resources to ensure continuity and quality of service. 3.0 OBJECTIVE The Innovation, Information and Technology Branch (IITB) of the department of Employment and Social Development Canada (EDSC) require Application/Software Architects and System Analysts to support multiple ongoing and up and coming projects on an “as and when requested” basis. 4.0 SCOPE IITB’s consistent requirement for qualified IT Professional Resources has shaped the demand for an “as and when requested” contract that satisfies the need for these resources to be readily available for implementation into various projects while accommodating project and/or initiative time constraints. Although it is anticipated that the resources will be required on a full-time basis, the actual requirement for all resources will be identified through an approved Task Authorization. The estimated levels of effort for each resource category may vary throughout the duration of the Contract. If EDSC determines that it is necessary to increase the number of resources, the fulltime utilization for some or all of the resources will be reduced, however the overall contract value of the resulting contract is not expected to increase beyond the amount identified in of Annex B – Basis of Payment.
