CA14HR1 - Defence Construction Canada – Request for Abbreviated Proposals for Consulting Services - Standing Offer Agreement (SOA) for Historical Records Research Consultant Services, Ottawa, ON In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Standing Offer Agreement to provide “as and when required” professional services specific to Department of National Defence (DND) requirements located in Ottawa, ON. The objective of this Request for Abbreviated Proposal (RFAP) is to select one (1) firm, who will sign a Standing Offer Agreement (SOA) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $1,250,000.00, for a period of one (1) year from the date of establishment of the SOA. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to four (4) additional one-year periods and increased in the order of $1,250,000.00 for each additional period. The total value of this SOA may reach $6,250,000.00. Should the maximum estimated value of $1,250,000 be reached for any given period, the yearly amount may be increased in the order of $250,000 for any or all periods. Call-ups under the SOA are expected to be valued between $75,000 and $100,000; the maximum value of a call-up is $800,000. The SOA is not a commitment by DCC to spend the entire amount. This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA. The Security Requirements for this project are identified in the Tender Documents. Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposals. The criteria relate to previous achievements and experience, as well as technical and managerial expertise. The objective of this Request for Abbreviated Proposals is to select the proponent with the highest total score.
