The information contained in this notice is a brief description of the requirement and is for information purposes only. Bidders must refer to the complete Request for Proposal (RFP) document for a full description of the requirements and the full bid instructions. Background: The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada. With the upcoming completion of Vision15 (V15) initiatives, the Office of the Chief Electoral Officer of Canada (EC) now requires that it focus its attention to the approximately 20 month window that remains for Electoral Readiness for the upcoming 42nd General Election (GE). In addition, the newly tabled Bill C-23 (herein called the “Fair Elections Act”) requires the Agency to be prepared, if necessary, to adjust its vision, strategic objectives, and initiatives which are to be developed and assessed to operationalize them. This will allow EC to more effectively respond to issues raised by Electors, Parliamentarians, and political entities prior to, or immediately following, the 42nd GE and, hence, to improve the quality of services provided to its stakeholders. However, upon completion of the 42nd General Election, and because Bill C-23 received Royal Assent, the Agency must incorporate what it has learned from the election, but also implement new regulations prior to the 43rd GE in 2019. The agency should have the opportunity to update the commitments made with respect to the evolving environment and also to monitor the progress made on those commitments. This means, EC will hold during the next fiscal years, a number of meetings to update its integrated plans, align agency activities and programs, approve sector operational plans, and review the performance of its programs. In addition, EC must periodically organize meetings with external stakeholders, such as Parliamentarians, Political Parties and representatives of national stakeholder organizations, and, as such, requires support for the planning, design, facilitation and delivery of these meetings. Requirement: Under the lead of Director, Corporate Planning, Security and Administration Directorate (CSPA), the Contractor will plan, design, chair and facilitate planning sessions with Elections Canada Executives (ExCom) in order to develop/update corporate business and integrated plans, and to review the agency's performance as required. The Contractor will lead and facilitate ExCom workshops and prepare the deliberations. The Contractor will also plan, design and facilitate meetings with external stakeholders, including Parliamentarians, Political Parties and representatives of stakeholder organizations, as required. Period of the Contract: The term of the contract will be from the effective date of the contract to March 31, 2015. In addition, Elections Canada has two irrevocable options to extend the original term of the contract for a period of one year each under the same terms and conditions. International Trade Agreements: This procurement process is subject to the provisions of the North American Free Trade Agreement (NAFTA), the Agreement on Internal Trade (AIT), the Canada-Chile Free Trade Agreement, the Canada Colombia Free Trade Agreement, the Canada-Peru Free Trade Agreement and the Canada-Panama Free Trade Agreement.
