    This Bid Solicitation is issued against the Task and Professional Services Supply Arrangements (TSPS SA), PWGSC File No. E60ZN-13TSSB. All terms and conditions of the TSPS SA apply and must be incorporated into any resulting contract.
    
    
    The requirement described herein is open only to PWGSC TSPS SA Suppliers listed below.
    The Request for Proposal documents have been forwarded directly to each of the listed suppliers.

    NOTICE OF PROPOSED PROCUREMENT
    
    In 2010, as part of its ongoing efforts to improve the way Veterans Affairs Canada serves its diverse clientele, the Department initiated a five-year Transformation Agenda.  This initiative aimed to be responsive to the diverse and changing needs of Veterans and their families by ensuring relevant programs and policies, fast and easy access to benefits and services, professional service by employees who understand the military experience, and seamless transition from military to civilian life.
    The Department wishes to engage external expertise to ensure that the Transformation Agenda is meeting its objectives of making Veterans’ transition as seamless and successful as possible.  The review will identify new opportunities, areas of strength, weakness, duplication or inefficiencies and recommend corrective action to improve business processes.
    
    The work is to commence August 11, 2014 and to be completed October 10, 2014. 
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory evaluation criteria to be declared responsive.  Responsive bids will be further evaluated in accordance with the point rated technical criteria. The responsive bid with the highest total combined score will be considered for contract award. 
    
    This requirement contains a security requirement.
