RFAP-Consultant Engineering and Scientific Review Services SOA, Yukon, NWT and Nunavut Sites

Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) for Consultant Engineering and Scientific Review Services – Standing Offer Agreement, Yukon, NWT and Nunavut Sites.

Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Standing Offer Agreement to provide “as and when required” professional services specific to Department of National Defence (DND) requirements located at Yukon, NWT and Nunavut Sites.

The objective of this Request for Abbreviated Proposal (RFAP) is to select one (1) firm, who will sign a Standing Offer Agreement (SOA) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $200,000.00, for a period of three (3) years from the date of establishment.

If mutually agreed between the Consultant and DCC, this SOA may be extended for up to two (2) periods of one (1) additional year each and increased in the order of $25,000.00 for each additional period. 

Call-ups are expected to be valued between $5,000 and $25,000.  

The SOA is not a commitment by DCC to spend the entire amount.

Information provided by the Proponents will be evaluated using the established criteria in the Request for Technical Proposal document. The criteria relate to achievements and experience, technical and managerial expertise, and consultant coordination.  The highest ranking firm selected through the evaluation process, including a factor for the price element, will be invited to negotiate a standing offer agreement with DCC.
