    Pest Control Services
    
    This requirement is for: The Correctional Service of Canada, Dorchester (Medium and Minimum) Penitentiary and Shepody Healing Centre in the Atlantic Region.
    
    Trade agreement:	 Agreement on Internal Trade (AIT), North American Free Trade Agreement (NAFTA)/ Canada-Colombia and/or Canada-Chile Free Trade Agreements. 
    
    Tendering procedures: All interested suppliers may submit a bid.
    
    Competitive Procurement Strategy: lowest priced compliant bid.
    
    Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers.
    
    Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.
    
    Security Requirements: This contract does not include security requirements.
    
    Nature of Requirements: 
    
    The following is a summary of the statement of work for this requirement. 
    
    The Correctional Service Canada has a requirement to provide skilled licensed personnel to provide pest and pigeon control services.
    
    Objectives: To provide pest control services (bird, fly, insect, rodent) to the Correctional Service of Canada at Dorchester Penitentiary (both Minimum and Medium) and Shepody Healing Centre.
    
    Deliverables: 
    
    -	Provide two (2) regular scheduled inspections and service visits each month (maximum 24 per year). 
    
    -	 The contractors will inspect all building and rooftops on a biweekly basis to ensure that the premises are free from infestation of pest, rodent and pigeons. Carcass and nest removal are included in this service. 
    
    -	The contractor must propose and implement pest control strategies and devices as applicable. Pest control strategy and devices must be approved by the project authority.  
    
    -	Spray at Dorchester Penitentiary (both minimum and medium) for the elimination of flies on or about the 15th day of October (weather permitting) at the time of inspection and service;
    
    -	Spray grounds and perimeter of Dorchester Penitentiary (both minimum and medium) for elimination of insects as required;
    
    -	 Provide other spraying service deemed necessary on an “as needed, as required” as per the findings and recommendations arising from the monthly inspections;
    
    -	The contractor must be in possession of a valid Pesticide Application’s licence and a valid Operator’s Licence issues by the Province of New Brunswick. 
    
    -	Pest Management Operation are based on the following criteria.
    - Lest disruptive to natural controls. 
    -Lowest risk to human health
    -lowest to human health
    -lowest risk to non-target organism
    -least damaging on general environment
    -most likely to reduce long term reduction in the pest 
    -most cost efficient in over time.
    -most selective for the largest pest; and
    -compatible with pesticide resistance management tactics.
    
    - The contractor must maintain a log of pesticide usage for the facilities. At least one copy of the log must be kept in the files of the project authority. The log will document the pesticide product, the application rate or the amount of pesticide used, and the location where application are made during each visit, monitor results before and after treatment, and any non-pesticide control measures to reduce future pest population such for the decision to use pesticides, and the type and amount of pesticide used. 
    
    Expected Delivery Date:  October 1, 2014 to September September 30, 2015 with four options years.
