    December 19, 2014 - The Feedback Report on the MAESTRO TDP is finalized and available on request.  
    
    The Feedback Report includes the responses to the feedback received from the supplier community responses to LOI; clarifications to the technical requirement; and other changes to the requirement.
    
    The Feedback Report will be distributed directly to all LOI respondents.  For those who did not submit a response to the LOI, the Feedback Report and associated revised Draft RFP will be distributed upon submission of a request to the Contracting Authority.  
    
    August 28th, 2014 was the requested submission date for response to the LOI.

    LETTER OF INTEREST (LOI)
    
    TITLE:  MAESTRO Project
    
    Canada is in the planning stages for a competitive Request for Proposal (RFP) for the Canadian Armed Forces Distributed and Networked System of Multifunctional and Dynamic Sensor, Jammer and Communication Capability (MAESTRO Project). This LOI seeks information from industry on its interest, capacity and ability to produce and deliver the systems that meet this requirement; and to provide industry the opportunity to give feedback on the procurement strategy.
    
    REQUIREMENT
    
    The Department of National Defence (DND) has a requirement for the development of next generation capabilities focused on integrating multiple functional capabilities onto a single integrated platform in order to maximize capability and de-conflict spectrum operations within a networked and distributed environment. Specifically this project proposes to address the development of third generation capabilities through a system of systems approach which will include multiple applications in a single software defined radio (SDR) hardware platform offering electronic support (ES), electronic attack (EA), and tactical data network link supporting robust interoperability within contested and non contested EM environments. 
    
    The project will include a fixed price core component and a task authorization component. 
    
    Proposed deliverables for the core component include:
    •	 Two SDR hardware platforms to support distributed and network testing;
    •	 System applications, including:
    -	ES sensor application 
    -	Force protection EA application supporting asymmetric threat environments
    -	Tactical data network application to support high bandwidth short range communications; and
    •	 Mission Planning Tool (MPT)
    
    Proposed deliverables under the task authorization component may include:
    •	 One additional SDR hardware platform to support distributed and network testing;
    •	 Additional system applications such as
    -	Geolocation
    -	Offensive Electronic Attack
    -	Interface to long range comms 
    -	Data fusion schema
    
    INDUSTRY ENGAGEMENT
    
    Canada intends to host an Industry Day information session and one-on-one sessions with the MAESTRO project team shortly after the close of the LOI. Both events will be held in the greater Ottawa area at a time and place to be confirmed.
    
    This Industry Day information session and corresponding one-on-one sessions will be an opportunity to pose and address questions with regards to this LOI and to allow industry’s feedback in regards to relevant technical input for the upcoming potential RFP. Industry Engagement Questions are included with this LOI to provide industry the opportunity to review and prepare written comments and recommendations which will serve to facilitate the consultation process during the Industry Day.
    
    The information provided by Canada in this LOI is preliminary and may change. This LOI is not a solicitation nor will it be used to pre-qualify or otherwise restrict participation in a future RFP. A contract will not result from this LOI. 
    
    The issuance of this LOI does not create an obligation for Canada to issue a subsequent RFP, and does not bind Canada legally or otherwise, to enter into any agreement or to accept any suggestions from potential offerors. Industry recommendations that do not restrict the level of competition nor favour a particular company will be given consideration. However, Canada reserves the right to accept or reject any or all recommendations received.
    
    To obtain a copy of the draft RFP Suppliers must submit a request in writing to the Contracting Authority below. There are security requirements associated with this requirement. Please see the Letter of Interest for more information.
