This Bid Solicitation is issued against the Task and Professional Services Supply Arrangements (TSPS SA), PWGSC File No. E60ZN-13TSPS. All terms and conditions of the TSPS SA apply and must be incorporated into any resulting contract.


The requirement described herein is open only to PWGSC TSPS SA Suppliers listed below.
The Request for Proposal documents have been forwarded directly to each of the listed suppliers.

NOTICE OF PROPOSED PROCUREMENT

Through the Community War Memorial Program (CWMP), Veterans Affairs Canada (VAC) partners with communities across the country by contributing a share of the eligible costs to build new memorials which commemorate the achievements and sacrifices of those who served Canada. The CWMP was implemented in October 2012 and is scheduled to end in March 31, 2015. 

VAC has an immediate requirement for the services of a consultant to conduct a full evaluation of the CWMP. The evaluation will address the following: 
•	Continued need for the Program 
•	Alignment with Government Priorities 
•	Alignment with Federal Roles and Responsibilities 
•	Achievement of Expected Outcomes 
•	Demonstration of Efficiency and Economy 

The work is to commence upon contract award and is to be completed on or before January 7, 2015.

A bid must comply with the requirements of the bid solicitation and meet the flexible grid and mandatory technical criteria requirements to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

This requirement contains a security requirement.
