    Description of the requirement:
    
    The Enterprise Solutions Maintenance Directorate (ESMD) is responsible for managing enterprise wide IT solutions for the Department in support of external business and internal services. The Directorate implements enhancements and new functions or modules and provides ongoing support for enterprise applications such as:
    
    •Integrated Finance & Material System (IFMS)
    •Human Resources Management System (HRMS)
    •Contributions Management Information System (CMIS)
    •Grants and Contributions Reporting System (GCRS)
    •Departmental Project and Portfolio Management Tool (DPPM)
    •Grants & Contributions Application Intake System 
    •Industrial Technologies Office Data Warehouse (ITODW)
    
    There is a need for one Programmer Analyst – Level 2 for now but up to 4 others on an as needed basis.
    
    Tasks are centered around the development and maintenance of the Grants and Contributions systems based on specifications and requirements according to IC’s standards and guidelines.  
    
    Key Activities:
    
    •	To provide technical support & maintenance of ASP Classic/Oracle applications, including maintenance of system documentation and system upgrades;
    •	To continue enhancing the existing system to support critical business requirements and better serve the business clients;
    •	In-depth knowledge of ASP Classic development;
    •	Extensive development and enhancement of SQL and PL/SQL stored procedures.
    •	This role contains a high level of customer service and client interaction abilities, and is not strictly limited to development

    DELIVERABLES 
    
    •	Enhance and maintain the existing grants and contributions applications.
    •	Use Industry Canada’s change request applications (JIRA and Rochade) to monitor and record work activities.
    •	Analyze change requests and recommend a solution and alternatives as required.
    •	Provide work plans and level of effort estimates as required.
    •	Translate business requirements into systems design and technical specifications.
    •	Develop technical specifications for systems development, design and implementation.
    •	Implement the changes and fixes in the grants and contributions applications and their Oracle databases.
    •	Write/Update Test Scripts and perform application testing.
    •	Maintain and update technical documentation and procedures.
    •	Perform data extracts and data conversion in Oracle as required.
    •	Provide help desk support for Grants and Contributions applications as required.
    •	Monitor the Grants and Contributions applications and take corrective action as necessary.
    
    The proposed period of contract shall be on an “As and when requested services” from:
    
    Initial Contract Period:  Contract award to September 30, 2015 plus 4 option year periods
