Description
Foreign Affairs, Trade and Development Canada is seeking to establish a contract for the provision of commercial cleaning services at the Embassy of Canada in Paris, France. The scope of work includes a range of services including cleaning, maintenance, supply of sanitary equipment and consumables, the removal and selective sorting and treatment of waste, and the periodical precise cleaning of exterior windows and net curtaining at three distinct locations; the Embassy, the Canadian Culture Centre and the Permanent Mission of Canada to the O.E.C.D. The requirement includes the provision of all labour, supervision, material, consumables, transportation, tools and equipment to perform the required services within all office, representational and utility spaces, recreational facilities and lobbies and is exempt only from those items that are specifically noted within the Statement of Work. The contract will be for a period of two (2) years with two (2) additional option periods of one year each. The contract award date is tentatively set for January 1, 2015. The solicitation contains a security requirement for Contractor personnel working on site at the Embassy in Paris, France. The successful bidder and/or its proposed resources will be sponsored by the department to obtain the required security clearances before award of contract. Mandatory Technical Criteria MT1.1 Overview of the Bidder The Bidder must provide an overview of its company that meets the following minimum requirements: (a) A permanent office in the Paris region. (b) An annual turnover of a minimum 5,000,000 Euros (commercial cleaning services only). MT1.2 Experience of the Bidder The Bidder must possess five (5) years of experience within the last ten (10) years from the bid closing date in providing commercial cleaning services of similar size and scope to the requirement identified in Appendix A, Statement of Work. A project of similar size and scope is defined as follows: (a) A minimum duration of twelve (12) consecutive months; (b) A space that is a minimum of 6,000 square meters; (c) A space of similar use or type (i.e. office space); (d) Management of resources assigned to perform various cleaning tasks; and, (e) Waste management of minimum 5 tons per year. Basis of Selection – Minimum Point Rating The responsive bid with the lowest evaluated price will be recommended for award of contract. Mandatory Site Visit It is mandatory that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for a site visit to be held on Tuesday September 30, 2014 at 09:00 CEST at the Embassy of Canada, 35 Avenue Montaigne, 75 008 Paris. Bidders must communicate with the Departmental Representative at 01.44.43.23.07 or at cedric.sorel@international.gc.ca no later than two (2) days before the scheduled visit to confirm attendance and provide the names of the person(s) who will attend. Bidders will be required to sign an attendance form. Bidders should confirm in their bids that they have attended the site visit. Bidders who do not attend or send a representative will not be given an alternative appointment and their bid will be declared non-responsive. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation. Bidders are advised that the Government Electronic Tendering Service (GETS) is not responsible for the distribution of the solicitation documents.
