Task-Based Informatics Professional Services (TBIPS) Requirement This requirement is for Employment and Social Development Canada. This requirement is open only to those Supply Arrangement Holders who qualified under (Tier 1) for requirement up to and including $2M stream. This requirement is open only to those SBIPS Supply Arrangement Holders who qualified under the categories for: B.7 – Business Transformation Architect – Level 3 P.2 – Enterprise Architect – Level 3 P.9 – Project Manager – Level 2 P.12 – Risk Management Specialist – Level 2 The following SA Holders have been invited to submit a proposal. 1. Description of the requirement: Develop an enterprise Digital Service Strategy for the Employment and Social Development Canada (ESDC) portfolio (which includes the Service Canada Initiative and Labour Program) that will enable the Department to implement robust digital services that better respond to modern citizen expectations and to align internal investments accordingly. The outcomes of the Digital Service Strategy will be: • A coherent strategy and plan (roadmap) that consolidates and aligns current and planned digital service initiatives being carried out across the department; • Identification of gaps and activities required to advance digital service objectives; • Citizens, businesses and grants and contributions recipients can access the full range of programs and services through a single state-of-the-art electronic account; • Service channels are optimized to support electronic delivery as the preferred method of service delivery; • Program delivery is simplified, integrated and automated; • Identification of a common standard business process for digital service that program areas can use to achieve greater adoption of digital channels; and • A greater understanding of digital service opportunities and changes being applied in other jurisdictions with a view to implementing those that may be appropriate within the ESDC service delivery context. The Digital Service Strategy will be comprised of the following elements: • Current state assessment, target state development and gap analysis • Target Operating Model • Digital Service Strategy • Channel Optimization Strategy • Project Portfolio • Roadmap (implementation plan) Proposed period of contract: The proposed period of contract shall from contract award for a period of 6 months plus 1 (one) option year.
