Task-Based Informatics Professional Services (TBIPS) Requirement This requirement is for the department of Employment and Social Development Canada (ESDC). Description of the requirement: TITLE: Employment and Social Development Canada’s (ESDC) Employment Websites Technical Infrastructure to support Job Bank 2.0 BACKGROUND ESDC is responsible for providing all Canadians with the tools they need to thrive and prosper in the workplace and community. Job Bank supports this mandate through human capital development and labour market development which assists in establishing a culture of lifelong learning for Canadians. Job Bank enables all job seekers and employers to view and post jobs in the language of their choice regardless of the community in which they reside. Job Bank is governed by the following authorities: Part II of the Employment Insurance Act (EI Act), Official Languages Act (OLA) and the International Labour Organization (ILO) Convention 88 and is a massive, complex, jobs database filled with interactive tools and information. Job Bank has approximately per month 6 million visits, over 1 million job alerts issued, over 120, 000 job vacancies and over 20, 000 new job seekers register. Job Bank connects employers and job seekers through a multi-channel pan-Canadian service. As a result of Budget 2014 commitments, Job Bank is introducing an enhanced Job Match service that directly matches employers with potential employees. To achieve this, several components will be modernized to support the Job Match process as well as the development of a disaster recovery solution. The current job match system has limited functionality in terms of matching workers based on experience and transferrable skills as well as in its ability to prioritize matches with job-seekers already in the Canadian workforce. Technical Consultants are required to perform work to support the following components on Job Bank: i. Rebuilding Job Bank for Employers – Allows employers to create a job offer to post on Job Bank. ii. Job Matching Service – A service which matches job postings to job candidates iii. Job Search – Enables users to search through 90,000+ jobs by inputting their occupation and/or location iv. Job Alerts – Sends a list of job openings that match search criteria. v. Career Exploration – Allows a user to navigate different career options and discover more information regarding wages, outlooks, job opportunities, etc. The Contractor’s deliverable is to support the Job Bank website with specific focus on implementing / enhancing modules which connect Canadians with available jobs. Planned deliverables (from the Job Bank 2.0 project) are: the launch of Job Match and future enhancements, providing access to information within Job Bank for use with other programs interoperability) and integration with the departmental login solution. Proposed period of contract: The proposed period of contract shall be from date of Contract Award for a period of 26 months, plus one option period for 3 months.
