    Description
    Transport Canada intends to grant a service contract for the assessment of the drainage conditions under runway 07-25 at the Kuujjuaq Airport due to permafrost degradation. The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Centre d’Études Nordiques, Université Laval, 2405 rue de la Terrasse, Quebec, QC, G1V 0A6, Canada. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
    
    If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
    
    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
    
    
    Definition of the requirement
    
    Transport Canada would like to collect key data recorded by instruments placed strategically under the runway, such as water level sensors that simultaneously record the temperature and level of the perched water table as the ground thaws. Transport Canada would also like to repair some of the equipment already in place. 
    
    The aim of this data collection is to understand the scope and specifics of the water circulation under the runway in the context of the freezing and thawing of the active layer under the unpaved shoulders and the runway itself. Transport Canada is also asking the supplier to develop a long-term strategy that will take into consideration climate variations involving the thawing of the residual permafrost under the runway, periods of renewed cold, extreme heat, rainy summers, winter thaws and exceptional precipitation.
    
    It is essential to recover the data from these instruments in order to analyze it, draw conclusions and make recommendations to ensure the runway’s long-term structural stability.
    
    Criteria for Assessment of the Statement of Capabilities (Minimum Essential Requirements)
    
    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
    
    The supplier must have carried out permafrost research (for infrastructures in the North) in the last 10 years.
    
    The project director must have both extensive (over 10 years) and recent (in the last 5 years) experience supervising permafrost research projects.
    
    The project manager must have more than three years of recent experience conducting permafrost research projects (in the last 5 years).
    
    The other team members must have experience in the fields directly related to the research project in a northern context.
    
    At least one member of the team must have experience in geotechnical studies and the required professional training (Bachelor of Civil Engineering).

    Justification for the Pre-Identified Supplier
    
    People responsible of this project have an expertise in infrastructures and transport interactions and permafrost in the context of climate change specific to Kuujjuaq 07-25 runway, which no other institution has.  
    
       Because of the confidence they established with the environment stakeholders, their knowledge of the 
       precise equipment location in the ground, its particular characteristics, its breakage and the appropriate 
       repairing techniques adapted to northern regions, Université Laval is the only service provider which 
       can do the required work in a restrained time period due to northern climate conditions.

    The proposed contract is from September 2nd 2014 to March 31st 2016

    The estimated value of the contract is $85 373.36 (GST and QST extra).
