HEALTH CANADA ADVANCE CONTRACT AWARD NOTICE TITLE: The Ontario Regional Office for the Non-Insured Benefits (NIHB) Program requires the services of a Medical Consultant on an "as and when required basis" to provide professional advice and to review requests on behalf of the Program. SOLICITATION NUMBER: 1000162167 1. The purpose and explanation of an ACAN An Advance Contract Award Notice (ACAN) allows Health Canada contracting authorities to post a notice on MERX, for no less than fifteen (15) calendar days, indicating to the supplier community that a good, service or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. 2. Rights of suppliers Suppliers who believe that they are fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities clearly demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If there is a reasonable level of evidence regarding capability, the requirements will be opened to electronic or traditional bidding processes. 3. Proposed Contractor N. C. Definition of Requirements or Expected Results The NIHB Program requires the services of a qualified medical practitioner for up to four (4) hours per week and on an “as and when requested” basis for a period of two (2) years from the contract date, with a possible (3) additional one (1) year optional periods, to ensure that the NIHB Program has a qualified resource to review requests that are exceptional cases not generally covered; to provide recommendations within a specified deadline for the approval or denial of cases; to provide professional advice with regard to specific cases to the NIHB Management; and to provide training to NIHB staff on an “as and when requested” basis. 5. Minimum requirements Review and evaluate requests and files related to the benefit and exception requests under the NIHB Program. As well, the Medical Consultant is being sought to provide professional advice as requested by the HC Departmental Representative or their delegated representative. Specific tasks will include: Review request for prior approval - assessing appropriateness of item requested in meeting the needs of the eligible NIHB client. The written case review report must include a) appropriateness of providers cost estimate; and b) recommendations, if deemed necessary, on possible available alternatives to meet the NIHB client needs; Detailed review and make recommendations in writing for approval/denial of appeals for exceptions of drugs, medical supplies and equipment, medical transportation claims, and provide comments on program changes based on medical judgment, documentation, and program parameters; Completion and sign off of the recommendation form detailing acceptance or denial of request; Liaise with health care prescribers when necessary. Utilize professional medical expertise to consult with other physicians and medical specialists on issues relating to the benefits or services requested. This also includes consultation with the client’s physician if required; Attend meetings with Senior Management (NIHB) as required; Research and assist with the development of NIHB regional guidelines and policies as required. The time constraints are dictated by the urgency of each situation which presents itself; Review credentials of program providers, as required; Provide expert advice including expert opinions on issues and responses to technical/medical questions. In certain situations, same day responses may be required; Training to be provided as required; and Written recommendations on urgent cases for review within the same day. 6. Reason for non-competitive award Only one person or firm is capable of performing the contract. 7. Ownership of Intellectual Property The Intellectual Property arising from this contract will vest with the Contractor. 9. Period of the proposed contract The services of the Contractor will be required for a period of approximately two (2) years commencing upon Contract award. The expected completion date of this project is September 30, 2016. Health Canada reserves the right to extend the period of the contract by up to three (3) additional one (1) year optional periods. The three (3) additional one (1) year optional periods may be exercised at Health Canada’s discretion with a completion date of September 30th, 2019. 10. Estimated value of the proposed contract The total value of this contract shall not exceed $208,000.00, including all applicable taxes. It is estimated that on average $41,600.00 will be spent each year. 11. Closing date and time The closing date and time for accepting Statements of Capabilities is September 19th 2014, 2 p.m. EST. 12.
