This requirement is for: The Correctional Service of Canada, Quebec Region – CORCAN. Trade agreement: This procurement is subject to the Agreement on Internal Trade (AIT). Tendering procedures: All interested suppliers may submit a bid. Competitive Procurement Strategy: Lowest priced compliant bid, compliant bid with the lowest price per point, compliant bid with the highest combined score of technical merit and price. Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers. Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement. Security Requirements: This contract does not include security requirements. Nature of Requirements: The following is a summary of the statement of work for this requirement. 1. Background CORCAN in Laval is seeking a contractor who is specialized in picking up and delivering, on an as-needed basis, clean and soiled laundry, in order to serve a clientele of about thirty-four (34) hospital centres in the Greater Montreal area. CORCAN is a rehabilitation program of the Correctional Service of Canada (CSC). CORCAN contributes to safe communities by providing offenders with employment and employability skills training while they are incarcerated in federal penitentiaries and for brief periods of time after they are released into the community. CORCAN's work supports the social policy of the Government of Canada to safely integrate offenders into society in a way that promotes their success as Canadian citizens. 2. Objective • Provide clean and soiled laundry pickup and delivery service safely and in compliance with standards to satisfy the needs of the clientele, and as CORCAN's needs arise. • Ensure efficient service within the prescribed time limits and according to the predetermined schedules. 3. Deliverables The contractor's employees must, on an as-needed basis, fulfill the service requirements five (5) days a week, and, exceptionally, on the two (2) legal holidays Christmas Day and New Year's Day. If these two (2) legal holidays fall on weekdays (Monday to Friday), the service required by this request shall be delivered on the weekend, and the Distribution Centre official shall inform the contractor of the delivery arrangements, depending on the needs described in the table below. The contractor must at all times ensure the provision, on an as-needed basis, of the minimum number of trucks and drivers, so as to adequately meet the needs described below. The average weekly number of kilometres travelled by the delivery truck is based on approximately 150 km per day. The loading or unloading time is between ten (10) and forty-five (45) minutes at the hospital institutions.
